At 6:00 a.m. on September 24, the upstream water level of Hoa Binh Lake was at 116.50 m, the inflow to the lake was 1,087 m3/s, and the discharge was 3,937 m3/s.
Implementing the inter-reservoir operation process on the Red River basin, the Minister of Agriculture and Rural Development ordered the Director of Hoa Binh Hydropower Company to close the remaining bottom spillway gate of Hoa Binh Hydropower Reservoir at 12 noon today.
Previously, on September 23, the Minister of Agriculture and Rural Development ordered the closure of the two bottom spillway gates of this hydropower plant.
Hoa Binh Hydropower Company needs to closely monitor the developments of rain and floods, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir, promptly report to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Disaster Prevention and Control) and relevant agencies according to regulations.
Along with that, the Ministry of Agriculture and Rural Development also sent a document to the People's Committees of the provinces and cities: Hoa Binh, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hai Duong, Hai Phong, Hung Yen, Ha Nam, Thai Binh, Nam Dinh, Ninh Binh on ensuring downstream safety when operating the Hoa Binh hydropower reservoir.
Accordingly, to ensure safety for works and riverside activities, the Ministry of Agriculture and Rural Development requests the People's Committees of provinces and cities to: Notify authorities at all levels, people, and organizations operating on rivers and riverside to be informed so that they can proactively take measures to ensure safety and adjust activities accordingly; do not let people go to areas at risk of landslides or construction works under construction to avoid unfortunate losses.
