Chairman of Hanoi People's Committee Tran Sy Thanh recently signed Decision No. 4097/QD-UBND on the establishment of a special working group of the City People's Committee to remove difficulties and obstacles, effectively supporting businesses, investors, and investment projects in the city.
Accordingly, the Working Group is headed by Chairman of Hanoi People's Committee Tran Sy Thanh; Permanent Deputy Head of the Working Group is Vice Chairman of Hanoi People's Committee Ha Minh Hai; Deputy Head of the Working Group is Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen.
Members of the Working Group include: Directors, Heads of the city's departments and branches: Planning and Investment, Finance, Natural Resources and Environment, Construction, Planning - Architecture, Transport, Agriculture and Rural Development, Health, State Bank of Vietnam, Hanoi Branch, Hanoi Tax Department, Hanoi Customs Department, Hanoi Industrial and Export Processing Zones Management Board, Office of the City People's Committee; Acting Director of the Department of Industry and Trade; Representative of the City Police leadership.

Depending on the requirements for performing the tasks of the Working Group and at the request of the Working Group members, the Head of the Working Group may invite additional leaders of the City People's Committee and leaders of a number of relevant agencies, units and localities or organizations and experts to coordinate and consult on the implementation of the Working Group's tasks.
The Department of Planning and Investment is the standing agency of the Working Group, responsible for advising, urging, and synthesizing the Working Group's general report on removing difficulties and obstacles, and effectively supporting businesses and investors in implementing investment projects in the city.
Support unit: The City People's Committee assigns Directors of departments, branches, and heads of relevant units to proactively assign units and individuals under their management authority to concurrently assist the Working Group; ensuring flexibility in work assignment, without affecting the professional work being performed by units and individuals.
The working group is responsible for directing the organization of inspections and reviews of difficulties and obstacles of enterprises in production and business activities; difficulties and obstacles of investors in implementing investment projects in the city for consideration and resolution within its authority, and at the same time, synthesizing difficulties and obstacles beyond its authority to report to the Prime Minister, the Prime Minister's Special Working Group, and relevant ministries and branches for consideration and resolution.
The working group works with departments, branches, People's Committees of districts, towns to thoroughly resolve problems arising in the process of implementing investment projects and business production activities of enterprises: Urge and supervise the process of resolving difficulties and problems under the authority of departments, branches and localities.
Advise the City People's Committee on mechanisms, policies and propose specific, highly feasible solutions to support and remove difficulties and obstacles in production and business activities of enterprises and implementation of investment projects of investors.
Directing research, implementing reductions and simplifications in handling procedures for project investment, implementing mechanisms, policies and solutions to support enterprises to promptly grasp investment cooperation opportunities in the new situation. Inspecting and supervising the implementation of investment projects and business production activities of enterprises, promptly detecting and handling violations.
In addition, the Working Group has the right to request departments, branches, People's Committees of districts, towns and investors to provide information, coordinate implementation, assign staff and thoroughly resolve problems under the authority of that agency; organize regular or thematic meetings to promptly assess and remove difficulties and problems of enterprises, investors and investment projects in the city.
The contents within the scope of the Working Group's review of difficulties and obstacles to support businesses and investors include: Production and business activities in industries and fields. Project implementation activities: Public investment (including ODA projects); business investment (including domestic investment projects and foreign direct investment - FDI projects); investment under the public-private partnership (PPP) method.
