On the afternoon of May 21, the Standing Committee of the 17th Hai Duong Provincial People's Council held a joint conference to prepare for the regular mid-year session of 2024; reviewing the time and content of the thematic session scheduled to be held at the end of May.
Comrade Tran Duc Thang, member of the Party Central Committee, Secretary of Hai Duong Provincial Party Committee attended and directed the conference.
After hearing the expected time and agenda of the thematic session and the regular session in mid-2024, comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Hai Duong Provincial Party Committee, requested the Provincial People's Council and People's Committee to closely coordinate and prepare the contents to be submitted to the session in the correct order, especially with the process of promulgating legal documents, to avoid problems and errors due to coordination between agencies.
Provincial Party Secretary Tran Duc Thang emphasized that relevant agencies need to speed up progress, promptly advise and submit to the Provincial People's Council a resolution on policies to support people donating land for road construction and public works to reissue land use right certificates; support people in handling administrative procedures when rearranging commune-level administrative units. The resolution on amending and supplementing the land price adjustment coefficient in Hai Duong province in 2024 needs to be promptly considered at the thematic session.
The Provincial People's Committee, departments and branches proactively review documents that need to be advised to the province to issue in 3 groups: documents specified according to the Central's requirements; documents that have been issued but are no longer suitable and propose to issue new policies under the province's authority to suit reality.
Concluding the conference, Comrade Nguyen Thi Ngoc Bich, Member of the Provincial Party Standing Committee, Permanent Vice Chairwoman of the Provincial People's Council accepted the direction of Provincial Party Secretary Tran Duc Thang and affirmed that the Provincial People's Council Standing Committee will build the most reasonable, scientific and effective meeting agenda.
Comrade Nguyen Thi Ngoc Bich requested the Provincial People's Committee to direct specialized agencies to closely and smoothly coordinate with the Provincial People's Council committees to carefully prepare documents for consideration at the meeting.
At the conference, Director of the Department of Health Tran Quang Canh said that he has not yet consulted the meeting to consider the policy to support human resources in the health sector at this meeting because he is waiting for the basic salary level to be changed to have a basis to build a more reasonable policy. Director of the Department of Education and Training Luong Van Viet said that the time to submit to the People's Council to consider amending and supplementing Resolution No. 08 on expenditure levels and expenditure contents at public educational institutions will be postponed to September.
It is expected that the 22nd session (special session) of the Provincial People's Council taking place at the end of May will consider and approve resolutions adjusting the local budget estimate; regulating the authority to decide on the purchase of assets, goods and services; criteria for establishing a security and order protection team at the grassroots level; deciding on investment policies, adjusting policies of public investment projects...
The regular mid-year meeting is scheduled for early July. The Provincial People's Council will consider issuing many important social security policies. In particular, the Provincial People's Council will consider supporting tuition fees for high school graduates when businesses order intermediate and college training with vocational training institutions; regulating social assistance standards, social assistance levels, subjects and regimes for some social protection subjects; regulating some spending levels for drug prevention and control work...
