The Provincial Party Secretary worked with the Standing Committee of Nho Quan District Party Committee.

On the morning of November 8, comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee, had a working session with the Standing Committee of Nho Quan District Party Committee on leadership and direction in building the political system, socio-economic development and some key tasks of the district from the beginning of the 2020-2025 term to present.

Also attending were comrades: Tong Quang Thin, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; To Van Tu, member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee; leaders of a number of provincial departments and branches.

At the meeting, the Secretary of the Nho Quan District Party Committee reported on the general situation of the district, especially the leadership and direction of building the political system, socio-economic development and some key tasks of the district from the beginning of the 2020-2025 term to present.

Accordingly: Currently, the District Party Committee has 71 grassroots party organizations, 461 party cells under the grassroots party committee, with over 9,700 party members. Implementing the Resolution of the 13th National Party Congress, the Resolution of the 22nd Ninh Binh Provincial Party Congress and the Resolution of the 27th District Party Congress, the Party Committee, government and people of the district have united, made efforts, overcome many difficulties and challenges, and strived to successfully complete the goals set out in the Congress Resolution in all fields. Up to now, 7/12 main targets of the Congress have been achieved and exceeded the plan, 5/12 remaining targets have reached 60% or more.

Some outstanding results are: The economy continues to develop; infrastructure continues to be invested in and built; agricultural production shifts in a positive direction; investment attraction, industry, handicrafts, trade, and services have new developments.

In particular, with 18% of the population being ethnic minorities (mainly Muong ethnic group), 17% of the population following Catholicism, in recent years, Nho Quan has always paid attention to leading and directing ethnic religious work, thereby promoting the values of ethnic identity, strengthening the great solidarity between religions and non-religious people, contributing to the socio-economic development in the locality.

The material and spiritual life of the people continues to improve, the appearance of urban and rural areas has many innovations. In 2022, Nho Quan district was recognized by the Prime Minister as meeting the new rural standards, completing 2 years earlier than the Resolution of the 27th District Party Congress.

Security and national defense are ensured. Party and government building work is carried out synchronously, comprehensively and effectively; the political system is increasingly consolidated. People's lives are stable and improving.

In addition to the achieved results, Nho Quan district still has difficulties and limitations affecting the socio-economic development process such as: mountainous area, large area, complex terrain (accounting for 1/3 of the whole province); 7 communes in ethnic minority and mountainous areas; is an area frequently affected by natural disasters and floods (the district has 13 communes in flood-divided and slow-flood areas); socio-economic development conditions face many difficulties, epidemics are complicated and cause great damage, especially African swine fever.

Production is mainly from agriculture, there are not many economic development models that bring high efficiency; enterprises in the district are mainly small enterprises, the ability to attract investment capital is still limited. Meanwhile, the mobilization of resources to build new rural areas is very large, the requirements are high. The support capital from the National Target Programs is still small compared to the demand, while the mobilized social resources and people's contributions are still limited.

At the meeting, leaders of the Provincial People's Committee, representatives of departments and branches spoke about the difficulties and obstacles of the district. At the same time, they focused on discussing, analyzing, and suggesting a number of solutions to remove difficulties and obstacles as well as clarifying the recommendations and proposals of the district related to issues such as: investment attraction; priorities in resources to implement key projects and works, meeting urgent requirements in performing socio-economic development tasks; issues on preserving and promoting the identity of Muong ethnic cultural values - the unique culture of Nho Quan district; plans for arranging commune-level administrative units; issues in Party building, especially the development of party members among Catholics and ethnic minorities, etc.

Concluding the meeting, the Provincial Party Secretary acknowledged the efforts and results that Nho Quan district has achieved in recent times.

Emphasizing the opportunities and development potential of the district when the transport infrastructure projects are completed (including the East-West route) and the trend of shifting investment flows, the Provincial Party Secretary noted that Nho Quan district needs to be proactive, build a strategy to attract investors, ensure selection, and create a difference. Continue to focus on Party building, promote the tradition of internal solidarity; pay attention to training and rotation of cadres. Continue to attach importance to and do well the work of mass mobilization. In arranging commune-level administrative units, it is necessary to be cautious, objective, comprehensive, and pay attention to specific factors.

Discussing some recommendations of the district related to investment in traffic and irrigation works, the Provincial Party Secretary suggested that in the context of limited resources of the province, departments and branches should focus on supporting the district in selecting, determining priority directions, and phasing in project implementation, ensuring resource concentration, creating room for development. Review and carefully evaluate the industrial development planning, aiming to take advantage of and maximize the advantages of the East-West corridor. Attract investors with the ability to connect and create tourism products.

The Provincial Party Secretary also discussed and clarified the district's recommendations on: extending the time for auctioning the value of land use rights enjoyed under the special mechanism according to Notice No. 226 dated March 5, 2021 of the Provincial Party Standing Committee; on investment in infrastructure for educational institutions in the district; policies to support the development of OCOP products...

The Provincial Party Secretary believes that with the solidarity, efforts and determination of Nho Quan district, together with the attention of the province, the support and companionship of departments, branches and sectors, Nho Quan district will continue to exploit and promote the potential and unique advantages of the locality, building the homeland to develop more and more.
