
At the beginning of the morning session of November 22, the 6th session of the 15th National Assembly, Head of the People's Aspirations Committee of the National Assembly Standing Committee Duong Thanh Binh presented a report on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent to the National Assembly in 2023.
Complaints and denunciations increase
Accordingly, the number of citizens visiting National Assembly agencies and National Assembly delegations increased by 2,040 people, increased by 1,615 cases and increased by 102 large delegations compared to 2022.
Particularly at the National Assembly's citizen reception location in Hanoi, there was an increase of 752 people with 877 cases and 48 large groups compared to 2022. The number of petitions and letters sent by citizens to National Assembly agencies also increased by 1,384 compared to the previous year.
“The content of citizens’ petitions and letters sent in the administrative field is mainly related to the fields of land and construction management; compensation, support, and resettlement when the State reclaims land; land disputes; management and operation of apartment buildings...”, Mr. Duong Thanh Binh stated.
National Assembly agencies and delegations received 6,125 people coming to complain, denounce, petition, and reflect on 5,751 cases, including 291 large delegations.
Through citizen reception, the agencies transferred 1,139 cases to competent authorities for settlement; provided written guidance for 321 cases; directly explained, persuaded, and mobilized 4,291 citizens to comply with judgments, conclusions, and settlement decisions of competent authorities.
Regarding the handling of petitions and letters, the agencies received a total of 31,179 petitions and letters from citizens, an increase of 4,568 petitions compared to 2022, including 15,904 complaints; 4,191 denunciations; 11,084 petitions and reflections. Through classification, 13,551 petitions were eligible for processing; 17,628 petitions were not eligible for processing.
Reviewing and resolving 1,003 cases of mass, complicated, and prolonged complaints, 856 cases have been reviewed to date, reaching a rate of 85.3%. Of which, the Government Inspectorate has chaired and coordinated with central agencies to complete the review of 62/62 cases. There are currently 147 cases under the responsibility of localities, and localities are continuing to review.

Review and promptly resolve many complicated cases
The assessment report shows that the work of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations of citizens has been carried out by the agencies of the National Assembly and the National Assembly delegations in an increasingly systematic manner, with improved quality and efficiency.
However, there are still some shortcomings and limitations in the implementation of citizen reception, handling of petitions and letters, and supervision of the settlement of citizens' complaints and denunciations, such as lack of initiative in citizen reception; there is still a situation of transferring petitions to agencies that are not competent to resolve...
For the Government, ministries, branches, the Supreme People's Court, and the Supreme People's Procuracy, the implementation of supervisory recommendations of the National Assembly Standing Committee, National Assembly agencies, and National Assembly delegations has been seriously implemented by competent agencies and has had many positive changes.
Mass, complicated complaints and denunciations that have caused public outrage and attracted public attention have been reviewed and resolved promptly. Many complicated, prominent cases of security and order have been actively investigated, concluded and strictly handled by the Ministry of Public Security, professional units and local police.
Some shortcomings and limitations were pointed out, such as the slow implementation of recommendations on institutional improvement and unclear implementation roadmap. The review and listing of crowded, complicated, and prolonged cases in some localities lacked initiative; there was no timely planning and inspection and review to resolve them at the local level.
To improve the effectiveness of citizen reception, handling of petitions and letters and monitoring the settlement of citizens' complaints and denunciations, the National Assembly Standing Committee proposed that the Government and the Prime Minister direct ministries, branches and People's Committees of provinces and cities to strengthen state management of citizen reception, complaints and denunciations.
At the same time, ministries, branches and People's Committees of provinces and cities must proactively grasp the situation of complaints and denunciations, especially in localities where there are or are likely to be crowded and complicated incidents, to urge and coordinate in resolving and handling them.
