In the first 9 months of 2024, the disbursement rate in Quang Ninh has not met expectations. The last 2 months of the year are the end of the disbursement period. In order to implement the Government's direction and the province's goals, Quang Ninh is focusing on this work.
To kick off the 2024 public investment disbursement plan, Quang Ninh has prepared quite thoroughly, issued resolutions, plans, and action programs associated with the province's annual work theme; completed and operated the Working Groups to promote disbursement..., however, by the end of the first 9 months of 2024, the disbursement rate only reached 32.2% of the capital plan assigned by the People's Council at the beginning of the year, lower than the same period in 2023 (40.3%).
The reason is determined to be due to the general context of the whole country when this is the year when a number of laws, especially the Land Law, come into effect, however, the decrees guiding the law are still slow and not synchronized, affecting the progress of implementing procedures for changing land use purposes of a number of projects. In addition, investors focus on implementing the payment, settlement, and disbursement of the remaining capital of 2023, which is extended to 2024. Therefore, the first months of the year are mainly for the work of focusing on repaying the balance of advances. Some key projects face many difficulties due to lack of materials such as soil, sand, and landfills, leading to slow progress.
In addition, the impact of storm No. 3 directly affected the progress of projects in general, especially transitional projects in the transport sector. In the whole of September, the main focus was on overcoming the consequences of the storm, causing the progress of disbursement of public investment capital in the province to not be as expected. Many localities have not had the source of disbursement due to land use fee revenue not meeting the set plan...
In that context, implementing the Prime Minister's Official Dispatch No. 104/CD-TTg dated October 8, 2024 on urging the acceleration of disbursement; identifying the disbursement task as the driving force for the development of economic sectors, contributing to growth... entering the final months of the year, Quang Ninh is making great efforts, both focusing on overcoming the consequences of storm No. 3, recovering the economy, stabilizing people's lives, and resolutely directing and removing difficulties and obstacles to further promote disbursement with the goal of striving to achieve over 95% of the plan by the end of 2024.
To ensure this goal, the Provincial People's Committee is requesting units and localities to focus on disbursement. In particular, it is necessary to effectively operate working groups, promote the role and responsibility of leaders, directly direct the removal of difficulties and obstacles, review and transfer capital investment plans between projects with slow disbursement to projects with good disbursement progress. Conduct a review of the current status, assess the impact and damage of storm No. 3 on the projects. From there, propose repair and remediation plans, quickly stabilize labor, materials, machinery, and urgently restore construction of works and public investment projects in the areas affected by the storm.
The Provincial People's Committee also directed investors and required contractors to improve their capacity in terms of both equipment and human resources , taking advantage of favorable weather to speed up construction. Ensure progress, volume and quality of public investment projects and non-budgetary investment projects, promptly remove bottlenecks and problems in implementation.
At the same time, focus on thoroughly resolving difficulties and problems related to land and resources to ensure projects are fast, effective and in accordance with legal regulations; strengthen effective and efficient management of land, especially land origin, land use planning, etc., minimize the adjustment of compensation plans, and ensure implementation progress. Closely follow the process of organizing the establishment and appraisal of project documents, carefully review the quality before submitting to the appraisal agency to minimize the need to edit documents due to failure to meet requirements. Regarding contractor selection, it is necessary to strictly comply with legal regulations, not accept weak contractors who do not ensure capacity; strive to start all public investment projects and works in the 2024 plan.
At the same time, strengthen inspection, examination, auditing, strictly handle violations; strictly control the goals and efficiency of capital use, ensure fairness, publicity, transparency, prevent corruption and group interests. Speed up the progress of finalization and settlement, do not let outstanding debts arise in basic construction at each budget level, only implement projects when the capital source and the ability to balance capital have been identified, completely resolve the backlog, do not let it drag on to the next phase...
