'Innovation in the way of doing things to complete the 500 kV line 3 to bring electricity to the North'

Worried that the 500 kV line 3 project will be prolonged and difficult to operate in June, the Prime Minister asked the investor to "innovate the way of working and mobilize all resources to complete the project".

On the morning of January 28, Prime Minister Pham Minh Chinh chaired an online conference with 9 localities to promote the progress of the 500 kV transmission line project, circuit 3, Quang Trach - Pho Noi section.

The 500 kV line 3 extension project consists of 4 component projects, with a length of 514 km connecting Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a total investment of about 23,000 billion VND (nearly 1 billion USD). These projects will all start construction in October 2023 and January 2024. The Prime Minister requested that the 500 kV line 3 extension be completed by June 2024 to increase supply and reduce power shortages in the North.

However, after inspecting the actual construction at some component projects on the afternoon of January 27, he was worried that with the current approach, it would be difficult to complete the project as targeted, which is to connect the power grid in June this year. Because the workload is very large, the required completion time is short (12 months), while the project passes through many localities.

At an online conference with localities today, Prime Minister Pham Minh Chinh said that this line has been deployed for several years late, so it is necessary to "innovate the way of doing things, mobilize all resources with solutions, and take the highest responsibility to complete the project".

For example, works such as site clearance, foundation excavation, and pit construction can mobilize local forces, create jobs on the spot, and reduce costs. Other items such as pole erection and wire pulling will be undertaken by EVNNPT due to their high technical and professional involvement.

The 500 kV line project has 1,179 pile foundation locations, passing through 9 localities. Mr. Nguyen Tuan Tung, Chairman of the National Power Transmission Corporation (EVNNPT), said that most localities have handed over pile foundation locations to investors. However, Nghe An and Ha Tinh have been slow in handing over pile foundation locations, reaching only over 7% and 9%, respectively.

However, the Prime Minister requested the Chairman of EVNNPT to clearly state where each locality is facing difficulties, how many column foundation locations have been handed over, and which locations are still stuck? What are the shortcomings in site clearance, and how to coordinate and mobilize resources from the locality to ensure the effectiveness of this project.

In response, Mr. Tung said that the construction time for pile foundations is often long, so the locality needs to hand over in February so as not to affect the construction progress of the next items.

As one of the two localities that are handing over the site of the slow-construction foundation, Mr. Nguyen Duc Trung, Chairman of Nghe An Province, said that the province has announced that it has reclaimed 85% of the column foundation sites, but has only managed to persuade 7% of households to hand over. To overcome this, he suggested that the investor promptly hand over the site marker records to the locality to speed up the measurement and counting...

"Nghe An commits to mobilizing people to hand over 80% of the land from now until Lunar New Year 2024," said Mr. Trung.

Similarly, Ha Tinh Provincial Party Secretary Hoang Trung Dung took responsibility for handing over only 9% of the clean site for the project's column foundations and pledged to complete the handover as soon as possible.

With a large amount of work remaining, EVNNPT proposed that the Prime Minister allow the Provincial People's Committees to approve the policy of converting the purpose of using forest areas within the scope of column foundations.

The investor also proposed that the Government assign the People's Committees of the provinces to decide on policies on impacts on forests to build roads and temporary works serving construction without waiting for amendments and supplements to Decree 156.

However, according to Mr. Nguyen Quoc Tri, Deputy Minister of Agriculture and Rural Development, these recommendations of EVN are not yet regulated by law. Therefore, the Ministry has amended and supplemented Decree 156 guiding a number of articles of the Forestry Law, including updating the handling of the problems raised by EVN. It is expected that next week, the draft of this decree will be submitted to the Government by the Ministry, and will take effect from April 1, 2024.

However, the Prime Minister "urged" the Ministry of Agriculture and Rural Development, and assigned Deputy Prime Minister Tran Luu Quang to handle related issues, complete amendments and supplements to Decree 156 before Lunar New Year, with the spirit of "committing to do, implementing and achieving results".

The 500kV line 3 extension project will increase the power supply to the North by about 2,000 MW upon completion. Mr. Nguyen Hoang Anh, Chairman of the State Capital Management Committee at Enterprises, noted that it is necessary to implement and construct power source projects connected to this line in parallel to promote efficiency.

According to him, among the above power source projects, there are many projects invested by non-state enterprises. In case these projects are not implemented or are behind schedule, he proposed that the Government consider and hand them over to the State for implementation.

Because, currently, EVN, PVN and TKV account for about 48% of the system's power source capacity, the rest belongs to domestic and foreign private economic sectors. "With this output, the minimum capacity is not guaranteed, so when any problem occurs, it is very difficult to handle," Mr. Hoang Anh commented.

Concluding the conference, Prime Minister Pham Minh Chinh reminded EVN and EVNNPT to coordinate with localities to develop plans and progress for each task to be implemented, in the spirit of "only discussing, not backtracking". He assigned Deputy Prime Minister Tran Hong Ha and Minister of Industry and Trade to hold monthly meetings and report on issues beyond their authority.
