After 2 days of urgent and serious work, with a spirit of solidarity, democracy and high responsibility; the 20th session - the mid-year regular session of 2024 of the 18th Provincial People's Council has completed all the proposed content and program.
At this important session, the Provincial People's Council was very pleased to welcome Comrade Tran Thanh Man, Politburo member, Chairman of the National Assembly of the Socialist Republic of Vietnam and leaders of agencies of the National Assembly, the National Assembly Standing Committee, delegates and distinguished guests who showed their affection and attention to attend the opening session of the session. On behalf of the leaders of the Party, the State and the National Assembly Standing Committee, the National Assembly Chairman delivered a speech assessing, directing and orienting the activities of the province and People's Councils at all levels in the province so that delegates could discuss, consider and decide on the contents under their authority and key tasks in the coming time.
The atmosphere of the meeting was lively, serious and frank. The delegates of the Provincial People's Council promoted their sense of responsibility, carefully studied the documents and contributed many profound, enthusiastic and intellectual opinions, contributing to the success of the meeting.

Based on the reports of the Provincial People's Committee; reports of the Standing Committee of the Provincial People's Council, the committees of the Provincial People's Council and other important reports submitted to the session; the Provincial People's Council discussed and analyzed in depth and comprehensively the advantages and difficulties in the process of performing tasks and unanimously assessed:
In the first six months of 2024, despite many difficulties and challenges; however, with the close and timely leadership of the Provincial Party Committee, the Provincial People's Council, the flexible and creative direction and management of the Provincial People's Committee and the efforts of all levels, sectors, the Fatherland Front, organizations, the companionship, support, active and responsible participation of the business community and all classes of people, our province has resolutely, synchronously and effectively implemented tasks and solutions and achieved quite comprehensive results in many fields.
The economy grew strongly and fairly evenly in all regions; the growth rate of gross regional domestic product (GRDP) in the first 6 months of the year was estimated at 11.5%, ranking 3rd in the country and leading the group of provinces and cities with the largest economic scale in the country. All production sectors have developed, many main indicators increased compared to the same period; in which agriculture had a good harvest, the winter-spring rice yield reached the highest ever; industrial production grew strongly; tourism activities took place vibrantly, total tourism revenue increased; state budget revenue exceeded the estimate and the same period. Compensation and site clearance work was focused on. The implementation of key projects and works, especially the 500kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) through Thanh Hoa and the 200kV line project Nam Sum - Nong Cong were carried out resolutely. The rate of public investment disbursement ranks first among provinces and cities nationwide. The Provincial Competitiveness Index (PCI) in 2023 increased by 17 places.
Culture and society continued to make progress. High-performance sports won 76 gold medals, 97 silver medals and 157 bronze medals; 1 outstanding athlete won an official ticket to the 2024 Paris Olympics. The Thanh Hoa Dong A football team won the National Cup for the second consecutive year. The quality of comprehensive education was improved, key education remained in the leading group nationwide; social security was taken care of, people's lives were improved. The campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province was implemented synchronously and widely, mobilizing all levels, sectors, business communities and people from all walks of life to respond and participate. National defense and security were maintained, social order and safety were ensured. The work of building and rectifying the Party and the political system achieved positive results; The system of institutions, regulations, rules, mechanisms, policies, and planning continues to be supplemented, amended, newly issued, and increasingly improved; many difficulties and obstacles are focused on and resolved, creating a favorable environment and conditions for socio-economic development.
In the context of facing many difficulties and challenges, achieving the above results is very commendable. The Provincial People's Council highly appreciates and warmly commends the efforts of the Provincial People's Committee, all levels, sectors, the Fatherland Front, organizations, armed forces, business community and people of all ethnic groups in the province, which have contributed to the results that our province has achieved in the past 6 months.

Delighted and excited with the results achieved, the Provincial People's Council also seriously and frankly acknowledged, analyzed, and clarified a number of shortcomings, limitations, and weaknesses that need to be promptly focused on overcoming. Notably: The economy grew strongly, but the growth rate in the second quarter was lower than in the first quarter. Large-scale, high-tech agricultural production, following the value chain, is developing slowly; livestock farming efficiency is low. There are not many new industrial products; the competitiveness of some traditional industrial products is low, production output tends to decrease. The operations of many enterprises are still very difficult. The progress of implementing infrastructure investment projects in industrial parks, industrial clusters, and solid waste treatment projects is still very slow. Some localities and units have a disbursement rate of public investment capital much lower than the average of the province. Environmental pollution due to production, especially livestock farming, still occurs, causing frustration among the people. Cultural and social aspects are slow to change. Political security and social order and safety still have potential factors that can cause instability. State management, effectiveness and efficiency of direction and administration of some sectors and localities are still limited; the working capacity and sense of responsibility of some cadres, civil servants and public employees do not meet the requirements and tasks... The implementation of regulations on protecting state secrets in some agencies, units and localities still reveals some limitations and shortcomings...
Faced with the increasingly high demands of innovation, construction and development of Thanh Hoa province, the Provincial People's Council requires organizations and individuals, especially leaders in charge of fields, sectors, localities, agencies and units to seriously evaluate, learn from experience and have effective policies and solutions to quickly overcome the limitations and weaknesses that have been pointed out.

2024 is a year of special significance, a year of acceleration and breakthrough to reach the finish line, playing a key and decisive role in successfully implementing the tasks of the entire 2021 - 2026 term. Along with opportunities and advantages, the implementation of the forecast task still faces many difficulties and challenges: The world economy still has many complicated developments; abnormalities of natural disasters, epidemics, price fluctuations, inflation, product consumption markets, real estate markets, labor resources and difficulties and inadequacies in the application of institutions and legal regulations in practice that have not been overcome will continue to affect the development of the province.
Sticking to the theme of work in 2024 "Discipline - Responsibility - Action - Creativity - Development", the Provincial People's Council requires sectors, localities and units to concentrate highly to resolutely, synchronously and effectively implement the tasks and solutions set out by the Provincial Party Committee, People's Council and Provincial People's Committee, determined to overcome all difficulties and obstacles, strive to complete and exceed the socio-economic development goals of the province in 2024; at the same time, focus on implementing the following key tasks and solutions:
Firstly, continue to thoroughly grasp, resolutely, synchronously and effectively implement programs, projects and plans to implement the Party's resolutions, the 5-year socio-economic development plan for the period 2021 - 2025, resolutions, conclusions, newly issued mechanisms and policies and the direction of Comrade Tran Thanh Man, Politburo member, Chairman of the National Assembly at the session, to quickly promote effectiveness; at the same time, review, continue to research, develop and promulgate new, breakthrough mechanisms and policies to create momentum for the province's socio-economic development. Focus on developing the socio-economic development plan for 2025; do a good job of forecasting opportunities, advantages, difficulties and challenges, effectively promoting potentials and strengths; On that basis, develop targets, goals, tasks and solutions in each field, ensuring they are close to reality, highly aspirational, feasible in organization and implementation, determined to successfully implement the Resolution of the 19th Provincial Party Congress.
The Provincial People's Council assigned the Provincial People's Committee to continue reviewing and removing difficulties, obstacles, and "bottlenecks" in institutions, mechanisms, and policies to promptly resolve them within its authority or report to competent authorities for resolution, creating clear changes in all areas. Based on the preliminary summary of 3 years of implementing Resolution No. 37/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Thanh Hoa province; proactively connecting and closely coordinating with central ministries and branches to report to the Government and the Prime Minister to propose to the National Assembly solutions to remove difficulties and obstacles in implementing the Resolution and propose amendments and supplements to specific mechanisms and policies that are breakthrough, feasible, and suitable to reality, in order to promote the province's socio-economic development more quickly and sustainably.
Second, continue to effectively organize and implement the Plan to implement the Provincial Planning for the period 2021 - 2030, with a vision to 2045; Thanh Hoa Urban Master Plan to 2040. Speed up the progress of preparing and submitting for approval the main functional zoning plans according to the adjustment of the general planning for the construction of Nghi Son Economic Zone, industrial parks and functional zoning plans, detailed plans in rapidly developing areas, along major traffic routes, new traffic routes of the province. Focus on directing the implementation of procedures according to regulations, ensuring the completion of the merger of Dong Son district into Thanh Hoa city and the arrangement of commune-level administrative units for the period 2023 - 2025 before December 30, 2024; quickly review, consolidate, arrange, stabilize the organization, staff and ensure the necessary conditions for the new administrative units to come into operation immediately after the arrangement.
Third, continue to synchronously and effectively implement tasks and solutions for socio-economic development in 2024 with a spirit of perseverance, proactiveness, creativity and flexibility to complete the targets at the highest level. The focus is to regularly monitor, urge and support investors to remove difficulties and obstacles in project implementation; urge investors to focus resources and human resources to speed up the investment progress of direct investment projects, infrastructure investment projects in industrial parks and industrial clusters, especially large-scale and key projects. Resolutely and effectively implement solutions to promote disbursement of public investment capital; strengthen inspection and supervision of progress, promptly remove difficulties and obstacles, proactively adjust and transfer capital plans; attach responsibility to heads of sectors and localities for the results of public investment disbursement. Speed up the implementation of transitional projects, strive to complete them soon, and create new products; at the same time, urgently complete the procedural documents to soon start construction of large, key projects.
Fourth, promote administrative reform, strongly improve the investment and business environment; review and overcome limitations and weaknesses to improve the rankings of low-ranking component indexes of PCI, PAR INDEX, PAPI, SIPAS in 2023. Innovate and improve the effectiveness of investment promotion in a proactive and selective manner, focusing on attracting large-scale, high-tech, high-value-added projects. Continue to resolutely, synchronously and effectively implement tasks and solutions for state budget collection, striving for the province's state budget collection in 2024 to increase by 10% or more compared to 2023. Do a good job of mobilizing and attracting import and export enterprises through Nghi Son Port, striving to exceed revenue estimates to make the most of the mechanisms and policies enjoyed under Resolution No. 37/2021/QH15 of the National Assembly.
Strengthen management of exploitation, effective and sustainable use of resources, environmental protection, and response to climate change. Organize and effectively implement the plan for site clearance for land use projects in 2024; focus on removing obstacles in compensation, support, and resettlement when the State reclaims land, and the conversion of forest land and rice land use purposes for construction investment projects. Strengthen inspection and supervision of environmental protection in areas at high risk of pollution; proactively develop and implement plans for natural disaster prevention and control, and effectively respond to climate change.
Fifth, continue to improve the quality of cultural, educational and medical activities; effectively implement vocational training, create jobs, sustainably reduce poverty, and ensure social security. Effectively implement commemorative activities and major cultural events in 2024. Prepare athletes to participate in national and international sports competitions. Ensure conditions for facilities, schools, and teaching staff to implement tasks for the 2024-2025 school year; effectively implement the new textbook program for students in grades 5, 9, and 12. Urgently develop a plan to recruit teachers in need according to regulations. Promote the implementation of solutions to improve the quality of medical examination and treatment and health care for the people. Strengthen disease prevention and control and ensure food hygiene and safety.
Sixth, effectively implement legal documents that take effect from July 1 and August 1, 2024, including many regulations directly related to people such as: Land Law, Identification Law; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Electronic Transactions; Law on Protection of Consumer Rights; Law on Civil Defense... Perform well the tasks of national defense and security; firmly grasp the area, not to be passive or surprised in any situation. Review and thoroughly and completely resolve voters' recommendations, especially conclusions and recommendations after inspections, checks, supervisions, and audits of competent agencies, and question-and-answer sessions of the Provincial People's Council. Strengthen inspection, guidance, urging, and timely correction of loopholes and shortcomings in the implementation of the Law on Protection of State Secrets, absolutely not to disclose or lose state secrets. Strictly implement discipline and administrative discipline, improve the public ethics of cadres, civil servants and public employees; handle or replace cadres and civil servants who shirk, evade, lack responsibility, or fail to fulfill assigned duties and tasks, especially leaders. Improve coordination in resolving work between agencies, units and localities.

Based on reviewing and discussing reports, submissions and draft resolutions submitted by the Standing Committee of the Provincial People's Council and the Provincial People's Committee to the session, the Provincial People's Council passed 16 resolutions on socio-economic development, on development investment plans and capital allocation, on mechanisms, policies, on investment policies for projects, on annual resolution groups and other important contents.
Immediately after the Provincial People's Council session, the Party Committee, the government, the Fatherland Front and socio-political organizations from the province to the grassroots level need to organize information, propaganda and dissemination to cadres, party members, voters and people in the province about the program, content, especially the resolutions passed by the Provincial People's Council; launch patriotic emulation movements, create high consensus of the entire political system, mobilize the active and effective participation of a large number of cadres, party members, voters and people in the province, ensuring the successful implementation of the goals and tasks set out in the resolution.
At this session, based on the tasks and powers prescribed by law, the Provincial People's Council passed a resolution on implementing the thematic supervision conclusion "The implementation of the National Target Program on New Rural Construction from 2021 to 2023 in Thanh Hoa province" ; at the same time, appropriate time was spent to question the Director of the Department of Finance, the Director of the Department of Science and Technology and on issues of concern to voters and people under the responsibility of state management agencies. The results of the questioning session showed that the issues selected by the Provincial People's Council were timely, practical, suitable to the current situation, meeting the concerns of voters and people. The Provincial People's Council requested the Provincial People's Committee to direct the relevant agencies to seriously implement the opinions and recommendations of voters in the province; Request the leaders of the Provincial People's Committee, departments, branches and units questioned and explained at the meeting to fully implement the commitments made at the questioning session and the requests and recommendations stated in the monitoring reports, reports to the Provincial People's Council and voters in the province at the next meeting.
