In preparation for the 9th Session of the 15th National Assembly, on the morning of April 15, the National Assembly Delegation of Ha Nam province held a conference to meet with voters in localities in the province. * On the morning of April 15, at the cultural house of Tan Thanh town, Thanh Liem district, the National Assembly Delegation of Ha Nam province held a meeting with voters before the 9th Session of the 15th National Assembly. At the conference, Ms. Tran Thi Hien, representative of the Provincial National Assembly Delegation, informed voters of the expected content and program of the 9th Session of the 15th National Assembly; reported on the results of the activities of the Provincial National Assembly Delegation since the 8th Session and the direction and tasks in the coming time; and the results of handling voters' opinions and recommendations at previous meetings with voters. Accordingly, the 9th Session of the 15th National Assembly is expected to open on May 5, 2025 and close on June 28, 2025. The session will be held in 2 phases (phase 1, from May 5 to 28; phase 2, from June 11 to 28). The session will consider and decide on amending and supplementing a number of articles of the 2013 Constitution; consider and pass 30 laws and 7 resolutions; give opinions on 6 draft laws; Review and decide on socio-economic issues, state budget, supervision and other important issues, serving the work of arranging and organizing the apparatus, socio-economic development and national development.

At the same time, voters also made recommendations to the National Assembly, the Government and central ministries and branches on a number of issues of interest to voters, such as: Requesting attention to consider raising the level of financial support for prices of public irrigation services so that agricultural service cooperatives can promptly serve agricultural production; paying attention to directing the acceleration of construction progress of projects invested by the State and enterprises building long-term urban areas that affect people's lives; paying attention to supporting redundant officials after the arrangement of administrative units; needing to select officials with sufficient capacity and responsibility to take on positions in administrative units after the merger; directing localities and competent agencies to speed up the progress of granting Land Use Right Certificates to people; paying attention to supporting retirement benefits for the elderly at the age of 75; arranging reasonable educational and medical units after the merger of localities, creating favorable conditions for people...

At the meeting with voters, Vice Chairman of the National Assembly's Committee for National Defense, Security and Foreign Affairs Nguyen Quoc Hung announced the expected content and program of the 9th Session of the 15th National Assembly; the results of the activities of the provincial National Assembly Delegation since the 8th Session of the 15th National Assembly to date and the key tasks in the coming time; the results of handling opinions and recommendations of voters and people of Ha Nam province sent to the 8th Session of the 15th National Assembly.

Voters of Chau Cau ward expressed their trust and excitement in the National Assembly and the provincial National Assembly deputies as well as the results achieved by the Ha Nam provincial National Assembly delegation. At the same time, they made a number of recommendations to the National Assembly deputies: Proposing to study and supplement a number of provisions of the 2024 Land Law as a basis for implementation. Voters agreed with the conclusions of the Politburo on the arrangement of administrative units, the organization of two-level local governments, merging the provincial level, not organizing the district level, and continuing to merge the commune level. However, voters said: The merger at the provincial level needs to consider historical and cultural factors, combined with the development space. Do not take the name of an existing province or city (when merging provinces), but combine the names of the merged provinces, in order to preserve the identity and cultural history of the region for hundreds of years.

Regarding policies for cadres, civil servants, public employees and workers in the implementation of mergers and termination of organizational activities in the political system, voters proposed that the Government continue to apply Decree 178/ND-CP to encourage cadres to retire early due to mergers and streamlining of the apparatus. The handling of redundant cadres due to mergers and streamlining of the apparatus needs to have specific regulations and policies to promote cadres, civil servants and public employees with the capacity to perform their duties, avoiding the situation of using relatives or people with relationships with leaders of agencies and units to lose talented people (brain drain).

Regarding the pension increase for those retiring before July 1, 2024, it will only increase by 15%, while that of civil servants and public employees will increase by 30%. Therefore, the pension regime of those retiring before July 1, 2024 will be at a disadvantage compared to those retiring after July 1, 2024. Voters suggest that the National Assembly and the Government should soon adjust the salary increase for those retiring before July 1, 2024 so that everyone can have a harmonious standard of living.

Voters of Chau Cau ward also requested the Government to review, inspect and examine the waste of resources, land, constructions and schools such as the Central College of Radio and Television in Phu Ly city, Ha Nam province.

Speaking to local voters, Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, provided further information on the situation in the world, the country and the province. At the same time, he provided a lot of information on the implementation of the apparatus streamlining reform. In particular, he emphasized the determination of the Party, the State as well as the province in implementing this major policy. Thereby expressing the wish that local voters and people trust and support this policy as well as the socio-economic development policies of the province, contributing to the development of the whole country, entering a new era...

At the conference, after listening to the representative of the Provincial National Assembly Delegation announce the expected content and program of the 9th Session of the 15th National Assembly; the results of the activities of the Ha Nam Provincial National Assembly Delegation since the 8th Session up to now, and the key tasks in the coming time. Voters of Don Xa commune agreed and highly agreed with the content of the Session. At the same time, they expressed their trust and expectation that the Session would decide on major policies, especially important for the country and in accordance with the people's wishes to bring our country into a new era.

Local voters also made a number of recommendations to the National Assembly and the Government, focusing on policies when implementing the organizational arrangement of the political system and implementing the 2-level local government model. Specifically: Voters requested the Party and the State to review and consider arranging jobs suitable to their strengths and expertise so that redundant cadres, civil servants, and non-professional workers, aged 35-50, who have not paid enough insurance, can continue to contribute and ensure income when implementing the policy of merging and arranging the organizational apparatus. They requested the National Assembly and state agencies to study the structure and organization of the commune-level apparatus after the merger in accordance with the population size and area of ​​the new commune, and should merge communes in the same district; I hope the Party and the State will create conditions for people to contribute their opinions when developing projects... I request the National Assembly and the Government to direct ministries and branches to soon issue specific instructions on handling public assets after merging and dissolving administrative units, to avoid wasting public assets.

Comrade Tran Van Khai, a full-time member of the National Assembly's Committee on Science, Technology and Environment, reported on the content and program of the 9th Session of the 15th National Assembly.

Along with that, voters also recommended that the Government and competent authorities have a mechanism to remove difficulties in criteria for land origin (land use rights) and speed up the progress of supporting funding for building and repairing houses for those with temporary and dilapidated houses before the 2025 storm season. They requested that the Government consider a policy to create conditions for localities to mobilize maximum funding sources, allowing the transfer of the remaining local Relief Mobilization Fund to carry out the demolition of temporary and dilapidated houses instead of waiting for houses to be damaged by rain, storms and floods before spending this funding source. They requested that the Ministry of Education and Training issue a document directing strict management of the massive opening of additional tutoring centers, with uncontrolled quality and high tuition fees at the centers causing difficulties for families and parents; and select a unified set of textbooks for students at all levels of general education nationwide. Propose that the Government study to reduce administrative fines for road traffic violations according to Decree 168/ND-CP and upgrade infrastructure, install signs on many roads and routes for people to comply. The Ministry of Science and Technology has solutions to strictly control the situation of junk SIM cards, the disclosure of people's personal information leading to online fraud, high-tech crimes increasing, causing public outrage. Propose to pay attention to speeding up the progress of genetic testing (DNA) to confirm the remains of martyrs to meet the wishes of martyrs' relatives; speed up the payment of allowances to policy beneficiaries, social protection. Propose not to include retired veterans in the policy beneficiaries of people with meritorious services to the revolution.
