On the morning of October 18, the Provincial Delegation of National Assembly Deputies held a conference to collect comments on the draft Law on Roads and the Law on Road Traffic Order and Safety to be submitted to the 6th session of the 15th National Assembly. Comrade Tran Thi Hong Thanh, Member of the Provincial Party Committee, Deputy Head of the Provincial Delegation of National Assembly Deputies chaired the conference.
Also attending were leaders of a number of relevant departments, branches and units; representatives of People's Committees of districts and cities.
The Draft Law on Roads and the Law on Road Traffic Order and Safety were developed to overcome the shortcomings and limitations of the 2008 Law on Road Traffic; to meet the development of infrastructure, means of transport and the situation of road traffic order and safety in our country in the current period; to supplement new issues arising in the digital age; and to enhance the effectiveness and efficiency of State management of road traffic.
Accordingly, the draft Law on Road Traffic Order and Safety consists of 9 chapters and 81 articles, regulating road traffic order and safety. The draft Road Law consists of 6 chapters and 92 articles, regulating road activities.
At the conference, delegates expressed their agreement with the content and necessity of issuing the draft laws. At the same time, they contributed opinions related to the scope of regulation of the two draft laws.
Delegates proposed to supplement explanations of some terms and concepts about road sections; explain concepts and definitions related to road types; supplement some policies for synchronous development of traffic infrastructure; supplement and clarify the authority to manage training, testing, and granting driving licenses; supplement regulations on road transport activities, etc.

Speaking at the conference, Deputy Head of the Provincial National Assembly Delegation Tran Thi Hong Thanh acknowledged and highly appreciated the delegates' opinions on the draft Laws. Based on the delegates' comments, the Provincial National Assembly Delegation will synthesize and submit them to the National Assembly for consideration and completion so that the draft Laws can be soon approved at the next session.
