On the afternoon of January 9, the National Assembly Delegation of Dak Lak province, led by Ms. Le Thi Thanh Xuan, Deputy Head of the Provincial Delegation in charge of the National Assembly Delegation, conducted supervision in Cu Kuin district on "The implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program (Resolution 43) and resolutions of the National Assembly on a number of important national projects until the end of 2023".
Implementing Resolution 43 of the National Assembly and Program No. 1987/CTr-UBND, dated March 25, 2022 of the Dak Lak Provincial People's Committee, over the past two years, the COVID-19 epidemic situation in Cu Kuin district has been controlled, the socio-economic growth has been quite good, social security and people's lives have been ensured. Up to now, there are 269 enterprises in the district (an increase of 90 enterprises compared to the end of 2021); there are 3,491 business households (an increase of 720 households compared to the end of 2021).

The district has supported more than VND3.2 billion for workers without labor contracts who lost their jobs and faced difficulties due to the COVID-19 pandemic; supported 180 business households facing difficulties due to the COVID-19 pandemic, with a total amount of VND540 million; supported people facing difficulties due to the pandemic, with a total amount of more than VND15.5 billion.
Regarding fiscal and monetary policies, the locality has implemented a 2% reduction in value added tax rates for businesses, households and individuals doing business in the area. Resolution No. 11/NQ-CP dated January 30, 2022 of the Government on the Socio-Economic Recovery and Development Program has been well implemented. Of which, policy credit capital has been disbursed for job creation loans of VND 41.6 billion; loans for students to buy computers for online learning of VND 340 million; loans to buy, hire-purchase social housing, build new or renovate, repair houses of nearly VND 2.9 billion; the amount of loans for policy credit programs with 2% interest rate support is more than VND 200 billion.

Implementing the National Assembly's resolution on important national projects, in Cu Kuin district, the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project, phase 1, is being implemented, with the route from Km111+061 to Km114+636 in Ea Ktur and Ea Ning communes, with 143 affected households, total area of 24.7 hectares. Up to now, the District People's Committee has approved 3 compensation and support plans for 2 organizations and 134 households and individuals, with a total area of 23.6 hectares/24.7 hectares, total compensation and support amount of 79 billion VND; at the same time, the site is being handed over to the investor to implement the project.
The implementation of policies under Resolution 43 in Cu Kuin district still has some limitations. Specifically: local resources are not enough to allocate for the implementation of support policies and the prevention and control of the COVID-19 pandemic; the disbursement progress of the National Target Program on socio-economic development in ethnic minority and mountainous areas according to Decree No. 28/2022/ND-CP is still slow due to the review and approval of policy beneficiaries at the units not being timely and not being consistent. In the implementation of an important national project (Khanh Hoa - Buon Ma Thuot Expressway Project), the locality still has difficulties related to compensation and site clearance; some local officials in charge of compensation and support still lack experience...

Speaking at the monitoring session, Ms. Le Thi Thanh Xuan said that Cu Kuin district has closely followed the documents of the National Assembly, the Government, and the province to effectively implement Resolution 43 and the resolutions of the National Assembly on a number of important national projects. Thereby, it has positively impacted the socio-economic development of the locality and ensured people's lives. The head of the monitoring delegation suggested that the district evaluate more deeply and comprehensively the results of leadership and direction in policy implementation; review and re-evaluate policy groups to supplement implementation results, especially policies on investment in infrastructure development, policies on labor and employment. In addition, the locality needs to continue to effectively implement policies and solutions for socio-economic development in the district.
