The monitoring team worked with the Vocational Training and Driving Test Center.
The Vocational Training and Driving Test Center is a public service unit under the Department of Transport, currently converting its operating model to a joint stock company. The center has the function of teaching specialized driving skills in the transport sector, training drivers of road motor vehicles of class A1, B1, B2, C and providing services for testing periods according to the provisions of law.
The center has 1 driving practice yard and 10 specialized classrooms, 2 car driving training cabins, 70 driving practice cars, 6 motorcycle training cars, 75 managers and teachers. With the existing facilities, equipment and staff, the Vocational Training - Driving Test Center has paid attention to updating, deploying and promptly disseminating the State's documents on training and testing management to all staff, employees, workers and teachers.
The center develops an annual training plan, training progress for each course and implements training according to the prescribed schedule, ensuring sufficient theoretical study time and practice kilometers. At the same time, it arranges teachers and driving practice vehicles according to the training program, recruits the right students, ensures age and profile composition, organizes final exams and issues certificates according to regulations.
The unit proactively develops capital plans and funding sources to invest in developing facilities, vehicles, equipment, and periodically maintain and repair vehicles and equipment serving on the testing grounds to perform well in testing periods.
The monitoring team conducts monitoring of the Vocational Training and Driving Test Center.
During the period 2009-2023, the Vocational Training - Driving Test Center has completed 8 automatic B1 car courses, 98 B2 car courses, 47 C car courses with a total of 11,713 students and over 50,000 A1 students. The graduation rate, passing the test, and being granted a driver's license are relatively high, the training quality is guaranteed, contributing to improving the safety quality for people when participating in traffic.
In addition to the achieved results, due to being a financially autonomous unit, funding sources are still difficult, so investing in upgrading and expanding facilities, adding new vehicles to increase traffic and replacing some old cars transferred from agencies in the province to serve the unit's training work still faces many difficulties...
At the meeting, members of the Supervisory Delegation discussed with the Vocational Training - Driving Test Center a number of contents such as: Implementation of Circular No. 38/2019/TT-BGTVT of the Ministry of Transport amending and supplementing a number of articles of Circular No. 12/2017/TT-BGTVT dated April 15, 2017 regulating training, testing, and granting of road motor vehicle driving licenses; policies for teachers; application of recognition technology to monitor students' time studying road traffic law in class; application of science and technology to practice on the driving test ground; management and use of funds...

Concluding the working session, Comrade Ma Thi Thuy, Head of the monitoring delegation, acknowledged the achievements of the Center in the past time. At the same time, she requested the Vocational Training - Driver Testing Center to continue to perform well some contents such as: Training and testing drivers according to functions and tasks to ensure compliance with the provisions of law.
The center regularly focuses on improving the quality of driver training and testing of the unit, helping students after being granted a driver's license to grasp the regulations of the law on road traffic, have professional ethics, traffic culture, vehicle control skills and handle situations to participate in traffic safely, contributing to reducing traffic accidents.
The unit actively seeks legal resources to invest in building facilities, maintaining, replacing, and repairing vehicles, serving well the training, testing, and granting of driving licenses according to regulations. On the other hand, the center must effectively manage and use funds, road motor vehicle training tuition, and annual driving test fees to ensure compliance with the law.
