The draft Law on Road Traffic Order and Safety has 9 chapters and 88 articles. The number of chapters remains the same and increases by 7 articles due to the addition of 4 new articles; merging 4 articles into 2 articles; separating the content of some articles into 5 different articles compared to the draft Law submitted to the National Assembly at the 6th Session. The Law stipulates rules, vehicles, vehicle operators, command, control, patrol, control, handling of road traffic accidents, state management responsibilities and responsibilities of relevant agencies, organizations and individuals.

At the conference, delegates agreed with the content and the necessity of enacting the law, and also gave some additional comments on issues such as: It is necessary to add the act of letting go of both hands while driving to the prohibited acts in Article 9; it is necessary to review the regulations on age and health to grant driving licenses to the elderly in Article 58; prohibit drivers from drinking alcohol before and while driving; it is necessary to clarify the funding source, purpose, content and scope of expenditure of the Traffic Accident Damage Reduction Fund to promote the effectiveness of the fund in Article 84; it is necessary to have a roadmap for assessment and inspection of motorbikes to ensure compliance with practical life...
