Hanoi high-ranking delegation visits and works in Japan

In Tokyo, Japan, Chairman Tran Sy Thanh held meetings with Tokyo Governor Koike Yuriko and Chairman of the Japan External Trade Organization (JETRO) Ishiguro Norihiko.

At the Tokyo government headquarters, Governor Koike Yuriko welcomed the high-ranking delegation of Hanoi to visit and work in Tokyo. The Tokyo Governor also expressed sympathy for the damage caused by Typhoon No. 3 (international name Yagi) to Hanoi and the northern provinces. The Tokyo Governor expressed his desire and willingness to share experiences in information and infrastructure construction to prevent natural disasters and catastrophes.

In his reply, Chairman Tran Sy Thanh expressed his gratitude to the Japanese Government and non-governmental organizations for supporting Vietnam in overcoming the damage caused by storm No. 3. According to Chairman Tran Sy Thanh, in 2013, Hanoi and Tokyo signed the first official Memorandum of Understanding on cooperation. On that basis, Hanoi has organized many working delegations, including high-ranking and professional delegations, to visit, work and share local development experiences with Tokyo.

Hanoi highly appreciates the pioneering role and initiatives in inter-local cooperation initiated by Tokyo, most recently the G-nets 2024 Conference. Hanoi sent a delegation to attend and receive many opinions and initiatives in local sustainable development from many perspectives and fields such as technology, infrastructure, culture, etc.

Chairman Tran Sy Thanh said that Hanoi is focusing on building and perfecting institutions and development policies to create and allocate development space for the capital city in the coming time. These will be important legal bases that will create outstanding mechanisms and policies for Hanoi to promote its advantages, develop rapidly and sustainably with a new stature and position.

Chairman Tran Sy Thanh expressed his hope that in the process, he could connect and share experiences with developed cities such as Tokyo, especially in areas related to digital transformation, smart city building, green economic development, circular economy, etc.

The Tokyo Governor expressed his agreement with Chairman Tran Sy Thanh on enhancing cooperation between the two capitals in many fields. Ms. Koike also suggested that Hanoi leaders introduce and invite young Hanoi start-ups to participate in sharing experiences on sustainable urban development.

On the same day, October 16, JETRO Chairman Ishiguro Norihiko received a high-ranking delegation from Hanoi led by Chairman of the Hanoi People's Committee Tran Sy Thanh. The JETRO Chairman sent a warm welcome to the delegation from the capital city of Hanoi and expressed his condolences for the damage that Vietnam suffered in storm No. 3.

JETRO Chairman said that investment from Japan to Vietnam, private enterprises have increased steadily every year, according to statistics up to now reaching a value of 12.5 billion USD. According to Mr. Ishiguro Norihiko, in the 2000s, investment from Japan to Vietnam mainly focused on industries related to manufacturing and production, but since 2010, investment activities have expanded to the retail and trade industries... Based on the two governments' agreement to promote cooperation focusing on digital transformation and green transformation, JETRO Chairman said that this organization is currently focusing on promoting innovation and has opened a forum called J-BRIDGE, which has 2,600 businesses.

Regarding the database, JETRO has connected with the databases of 300 Vietnamese start-up enterprises. Over the past 3 years, JETRO has conducted hundreds of experience exchange sessions from small to medium and large scale. In October 2024, in Hoa Lac, JETRO organized an event with the participation of 6 large enterprises to discuss the direction and cooperation between enterprises of the two countries in this field of innovation.

Regarding Thang Long Industrial Park, which is moving towards a smart industrial park model, JETRO is also cooperating in many forms, including financial support, especially in the field of CO2 emission reduction.

JETRO Chairman highly appreciated the efforts of Hanoi city over the past years, including human resource training as well as research and development, to achieve the top position in the innovation index of Vietnamese provinces and cities in 2024. Chairman Ishiguro Norihiko expressed his hope that in the coming time, JETRO as well as JETRO member enterprises can cooperate with Hanoi city to promote cooperation in the field of innovation.

Chairman Tran Sy Thanh expressed his agreement with the cooperation directions proposed by the Chairman of JETRO. Developing smart cities in a green and sustainable direction based on innovation is the direction that Hanoi is promoting. Chairman Tran Sy Thanh highly appreciated the practical and effective contributions of JETRO in promoting investment and trade cooperation between Vietnam and Japan in general and economic cooperation between Hanoi and the Japanese business community. Hanoi highly appreciated the role of the Japanese business community in Vietnam - serious, reputable, responsible investors, doing business effectively, focusing on environmental protection, caring for and looking after the lives of workers.

In particular, introducing the Lang - Hoa Lac High-Tech Park which has been handed over by the government to Hanoi city, Chairman Tran Sy Thanh said that about 30% of the park's area has been used and expressed his wish to welcome high-tech enterprises from other countries, including Japan, to operate in the remaining part of the Lang - Hoa Lac High-Tech Park.

Chairman Tran Sy Thanh suggested that JETRO consider continuing to coordinate with the Hanoi People's Committee to carry out activities to promote the image, investment environment, potential, cooperation opportunities, and investment incentives of Hanoi to large Japanese corporations and enterprises; encourage and support Japanese enterprises to increase investment in Hanoi, especially in the fields of green transformation, digital transformation, circular economy, knowledge economy, climate change response, supporting industry development, innovation associated with promoting the application and transfer of technology, especially high, green, and clean technology. Hanoi is ready to provide necessary information for JETRO to grasp specifically about Hanoi and its development process and introduce it to Japanese enterprises.

The Chairman proposed that JETRO support human resource training; exchange management experiences; build and perfect institutions; and call on Japanese investors to participate in developing and replicating the model of "public leadership, private management" in industrial parks.

Recognizing the role of enterprises and foreign investors in mobilizing resources for construction and development, Hanoi city is committed to accompanying the business community, supporting and creating all favorable conditions for investment and business activities, continuing to dialogue and listen to investors, reforming administrative procedures, resolving difficulties and obstacles, in order to reduce costs for enterprises; at the same time, maintaining political and social stability so that investors can feel secure in doing business and doing business long-term in the spirit of "harmonious benefits, shared risks".

Chairman Tran Sy Thanh expressed his hope that JETRO will continue to coordinate and cooperate closely with the city's specialized agencies to organize effective and substantive trade and investment promotion activities in the coming time; taking the core from the operational needs of businesses on both sides, making the current activities more profound, opening up more systematic and effective activities.

Also within the framework of the working trip to Japan, on October 17, at the headquarters of the Kanagawa Provincial Government, Chairman Tran Sy Thanh had a meeting with Governor of Kanagawa Province, Mr. Kuroiwa Yuji, to sign a Memorandum of Understanding on establishing friendly and cooperative relations between the Hanoi People's Committee and the Kanagawa Provincial Government.

At the meeting, Governor Kuroiwa Yuji expressed his honor to welcome the high-ranking delegation of Hanoi City, and expressed his sympathy for the damage caused by Typhoon No. 3 to Vietnam. The Governor expressed his gratitude to Hanoi City for supporting Kanagawa Prefecture to successfully organize the Kanagawa Festival in Vietnam in 2023. The Governor happily shared that the Vietnam Festival held in Kanagawa last September attracted more than 200,000 visitors.

He said that the first Vietnam Festival took place in Kanagawa in 2015. At that time, Kanagawa Prefecture had only 10,000 Vietnamese people living there and no Vietnamese businesses. Now, there are about 35,000 Vietnamese people living in the prefecture and 17 Vietnamese businesses operating.

Governor Kuroiwa Yuji added that the Kanagawa prefectural government always calls on Japanese businesses in the prefecture to support investment in Vietnam and currently there are 27 Kanagawa businesses operating in Vietnam.

As planned, the Kanagawa Festival will take place in the capital Hanoi on November 16-17 and Governor Kuroiwa Yuji hopes this will be an opportunity for the two localities to promote further cooperation activities.
Governor Kuroiwa Yuji expressed his delight at the signing of the Memorandum of Understanding on establishing friendly and cooperative relations in this good context. He expressed his hope that this will be the basis for the bilateral relationship to develop even more strongly in the future.

For his part, Chairman Tran Sy Thanh expressed his honor to visit Kanagawa Prefecture and meet Governor Kuroiwa Yuji, a close friend of Vietnam. The Chairman appreciated that Governor Kuroiwa Yuji has a special love for Vietnam, and has been very persistent and specific in fostering the Vietnam-Japan friendship. Chairman Tran Sy Thanh said that Governor Kuroiwa Yuji's affection for Vietnam is also the reason why the number of Vietnamese people living in Kanagawa has increased sharply.

Chairman Tran Sy Thanh expressed his hope that the Kanagawa prefectural government will continue to pay attention and support to the Vietnamese community and Vietnamese businesses in Kanagawa prefecture.

Chairman Tran Sy Thanh expressed his gratitude to Kanagawa Prefecture for maintaining the organization of the Vietnam Festival here since 2015, creating opportunities for Vietnamese people in Kanagawa to feel the atmosphere of their homeland.

Chairman Tran Sy Thanh suggested that during the working trip to Vietnam scheduled for November, all departments and branches of Kanagawa province should be present to work with departments and branches of Hanoi city to discuss coordination to concretize the Memorandum of Understanding between the two localities.
