On the morning of March 21, the working delegation of the Provincial People's Committee led by Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee for the implementation of the Provincial National Target Programs, inspected and worked with Yen Mo district on the work of building an advanced new rural district.
The delegation included comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of relevant departments and branches.
At the meeting, the leaders of Yen Mo district reported on the progress of building advanced new rural areas of the locality up to March 2024. Accordingly, over the past 3 years, after being recognized by the Prime Minister as a new rural district in 2020, Yen Mo district has always made efforts to maintain and improve the quality of the criteria, aiming to build an advanced new rural district.
Up to now, the basic technical infrastructure of the fields in the district has been invested, upgraded synchronously, gradually modernized, according to the planning. The economy has developed quite well, agricultural production has gradually shifted towards organic, high-tech application, industrial production - small-scale industry and services have been maintained. The whole district currently has 14 OCOP products.
Culture, society, health, education have made much progress, social security is given attention. The rate of multidimensional poor and near-poor households has decreased to 1.97%. Political security, social order and safety are maintained. By the end of 2023, the whole district has 8 communes achieving advanced NTM communes, model NTM communes (accounting for 50%), 52 model villages (accounting for 22.4%). Average income reaches 63 million VND/person/year.
The review results show that Yen Mo district basically meets the criteria of the National Criteria Set for New Rural Districts in the new period (2021-2025) and meets 6/9 criteria of the National Criteria Set for Advanced New Rural Districts. There are 3 criteria that have not been met, including: Criterion No. 5 on Health - Culture - Education; Criterion No. 6 on Economy; Criterion No. 7 on Environment.
To complete the contents and criteria of an advanced NTM district, Yen Mo district has developed a roadmap, tasks, and specific solutions for implementation. However, the district also hopes that the Provincial People's Committee will allow Yen Mo to enjoy special policies and mechanisms such as: Re-granting 100% of the provincial budget from the auction of land use rights to the district; prioritizing financial support from the provincial budget in 2024 and investment sources for the implementation of the National Target Program on New Rural Construction for the period 2021-2025 so that the district has conditions to organize the implementation of tasks on building an advanced NTM district.
At the conference, delegates highly agreed with the district's report and highly appreciated the proactiveness, determination, and focused leadership and direction of Yen Mo district in the work of building advanced new rural areas in recent times.
Representatives of some departments and branches also spoke to answer and clarify some proposals and recommendations of the district related to the criteria that the branch is in charge of and suggested many solutions to support and remove difficulties so that the district can soon complete the proposed contents and criteria.
In particular, it emphasizes the viewpoint that, in the context of many difficulties and limited resources, the district needs to choose what to do, what is urgent, can mobilize people's strength, can be done immediately, then do it first. It is necessary to manage and control basic construction debt well; pay attention to building a strong political system, ensuring security, order, social safety, economic development as well as investing in education.
Concluding the inspection, Chairman of the Provincial People's Committee Pham Quang Ngoc acknowledged and commended the great efforts and political determination of the Party Committee, government and people of Yen Mo district in the past time. From a difficult district, with a low starting point, limited space and potential compared to other localities in the province, Yen Mo has risen to develop strongly and comprehensively in both economic, cultural and social aspects; it is the second district in the province to register to build an advanced new-style rural district.
He emphasized that in the future, the goal and aspiration of Ninh Binh province is to become a centrally-governed city with the characteristics of a millennium heritage city, a creative city with its own identity. To realize this goal, the Chairman of the Provincial People's Committee said that there needs to be a huge shift in thinking, strategy and action at each level, sector and locality. In particular, building advanced new rural areas and model new rural areas in each locality is an important stepping stone for us to complete the criteria for urban areas and centrally-governed cities.
In the immediate future, in 2024, with the goal of completing the criteria and documents to propose the Central Government to recognize Ninh Binh province as having completed the task of building a new rural area, Yen Mo district must also achieve the status of an advanced new rural district to ensure the criteria. This is an important political task, so the Chairman of the Provincial People's Committee requested Yen Mo district to be proactive, focus on leadership and direction, promptly review and complete the criteria, mobilize the participation and active participation of the Fatherland Front, political organizations, unions as well as the entire population.
Members of the Steering Committee for the implementation of the provincial national target programs; departments and branches are responsible for guiding, coordinating, and accompanying the district in developing plans and specific timelines to complete the assigned criteria. No later than June 2024, preliminary documents must be available for submission for comments.
Regarding the district's recommendations, the Chairman of the Provincial People's Committee assigned departments and branches to consider consulting and proposing implementation solutions, in the spirit of devoting maximum attention to leadership, direction as well as financial resources for Yen Mo to complete the unmet criteria, and soon be recognized as an advanced NTM district.
