On the morning of March 20, Comrade Dao Hong Lan, member of the Party Central Committee, Minister of Health, member of the Government chaired an online meeting with 3 provinces: Cao Bang, Bac Ninh, Lang Son on the situation of production and business, construction investment and import and export in the area.

The conference assessed the implementation of growth scenarios of each locality in 2025 assigned in Resolution No. 25/NQ-CP dated February 5, 2025 of the Government, aiming to successfully achieve the national growth target of 8% or more in 2025, creating a solid foundation to achieve double-digit growth in the period 2026 - 2030. Promoting public investment disbursement, taking public investment to lead private investment, renewing traditional growth drivers (investment, consumption, export) to promote new growth drivers such as digital economy, green economy, circular economy, creative economy, sharing economy... Quarterly growth scenarios of localities to achieve the annual target. Diversifying markets, supply chains, production chains to remove output for production and business.

Review and comprehensively evaluate the results of handling local recommendations at previous meetings, clearly identify issues that have not been handled or have not been completely handled, identify objective and subjective causes, especially the implementation of private investment projects, public-private partnership investment and public investment projects that are still pending and prolonged, and propose specific tasks and solutions to resolve and handle them in the spirit of "5 clear" (clear people, clear work, clear responsibility, authority, clear deadline, clear product).

Implementing the 8% growth target, Cao Bang achieved a number of results, specifically: Agricultural and forestry production, the area of some key crops of the province increased compared to the same period. Industrial production value (current price) in the first quarter of 2025 increased by 39.5% over the same period last year, reaching 24.8% of the plan. Total retail sales of goods and services increased by 9.99% over the same period last year, reaching 24.2% of the plan. Total number of tourists in the first quarter increased by 34.7% over the same period last year, reaching 18.8% of the plan. Total budget revenue in the area increased by 114% over the same period last year. Regarding the allocation and disbursement of public investment capital, the province has allocated details to investors to implement 100% of the assigned capital, disbursed capital reached 234.4 billion VND, equal to 5.1% of the 2025 plan and increased by 25.56% compared to 2024.

At the conference, the province had 15 recommendations and proposals to the National Assembly, the Government, the Prime Minister and ministries. In particular, it was requested that the Government direct competent agencies to promptly study and advise on amending difficulties and overlaps in laws and decrees related to investment and land management to facilitate and unify the implementation process. The Government directed central ministries and branches to review regulations on the management and use of assets formed through the implementation of science and technology tasks using state capital to remove difficulties in handling and transferring the right to use assets that are the results of implementing corresponding science and technology tasks. The Prime Minister considered and approved the recovery of defense land affected by the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Construction Investment Project.

The Ministry of Agriculture and Environment coordinates to issue documents directing and guiding localities to arrange central budget capital to implement projects and sub-projects under the two national target programs in the direction of focusing on supporting extremely disadvantaged communes and poor districts to complete the criteria and targets of the National Criteria for New Rural Areas in the period of 2021 - 2025. The Ministry of Construction considers and submits to the Prime Minister for early approval of the task of Planning Ban Gioc Waterfall, Dam Thuy Commune, Trung Khanh District, Cao Bang Province so that the province and district can promptly develop a general planning for Dam Thuy Commune to meet the Planning criteria in new rural area construction.

The Ministry of Public Security promptly transferred 131 billion VND to support the implementation of the Program to eliminate temporary and dilapidated houses for Cao Bang province as assigned by the Central Steering Committee and requested by the People's Committee of Cao Bang province.

The Ministry of Ethnic Minorities and Religions shall promptly complete and submit to the Government for promulgation a Decree regulating the continued implementation of social security, education, salary, allowance and other policies (if any) in communes in Region III, Region II, and extremely disadvantaged villages in ethnic minority and mountainous areas in the period of 2021 - 2025, which are recognized by competent authorities as meeting new rural standards.

The Ministry of Finance synthesizes a report to the Government and the Prime Minister to consider and rearrange the budget of VND 3,485,061 million from the central budget for the Rural Electricity Supply Project from renewable energy sources in the 2018-2020 period in Cao Bang province using non-refundable ODA capital funded by the European Union (EU), to soon complete the project in accordance with regulations. Consider submitting to the Prime Minister additional central budget capital in 2025 for Cao Bang province to invest in synchronous construction of regional transport infrastructure, linking with the Dong Dang - Tra Linh Expressway according to the Prime Minister's direction.

The Ministry of Home Affairs reviews, guides, and resolves difficulties and obstacles in implementing Decree No. 178/2024/ND-CP of the Government. The Department of Science, Technology and Training, Ministry of Health provides guidance, reviews supply and demand, and approves training units to implement training content for CKI doctors for poor and near-poor districts in disadvantaged areas.

After the ministries and branches responded to the recommendations of the localities and the discussions of the delegates, Minister of Health Dao Hong Lan highly appreciated the localities in implementing growth scenarios, removing difficulties in administrative procedures, infrastructure, implementing goals and social security policies. Regarding the necessary contents that need to be proposed to remove difficulties and obstacles, the ministries were requested to synthesize and adjust, especially the issues of "bottlenecks of bottlenecks".
