The Singapore Government delegation included representatives from the Singapore Embassy in Hanoi, the Singapore Consulate in Ho Chi Minh City, the Singapore Ministry of Trade, the Energy Market Authority (EMA) and partner Semcorp Utilities (SCU).

Welcoming the delegation were Mr. Le Manh Cuong, General Director, Vietnam Oil and Gas Technical Services Corporation (PTSC) and PTSC officers and employees.
The visit of the Singapore Government Delegation took place on the occasion of PTSC obtaining a Conditional Import License (Conditional Approval) from the Singapore Government by the end of 2023.
During the visit and working session, the Singaporean Government's functional agencies witnessed with their own eyes the most modern infrastructure, facilities and equipment in the Asia-Pacific region newly invested by PTSC to serve offshore renewable energy projects around the world, including this international project.

Mr. Le Manh Cuong - General Director, Vietnam Petroleum Technical Services Joint Stock Corporation (PTSC) said that this visit of the Singapore Government has further strengthened the trust of the Singapore Government's authorities in choosing Vietnam as the final country in the target of importing about 4GW of clean electricity to Singapore from 2030, with PTSC as the investor and developer of the Project.
Also during the meeting, PTSC and its partner Semcorp Utilities (SCU) presented the implementation plan and proposed mechanisms and policies to implement this Project. With the goal of generating commercial electricity by 2033, PTSC and its partners have outlined a specific roadmap from the survey stage, investment plan and development of offshore wind farms in Vietnam to produce and export about 1.2GW of clean electricity from Vietnam to Singapore via high-voltage submarine cables.

During the meeting, the Singapore Government's functional agencies affirmed that they will continue to support PTSC and its partners in the implementation of the Project, which will not only help Singapore achieve its goal of net zero emissions by 2050 but also further strengthen the bilateral cooperation relationship between Singapore and Vietnam, realizing the "Digital Economy - Green Economy Partnership" between the two countries.
On the part of PTSC and SCU, after being granted the Survey Closing Certificates and Conditional Import Licenses to import clean electricity from Vietnam to Singapore by the competent authorities of the two countries at the end of 2023, PTSC and SCU will continue to promote the implementation of the following tasks to soon successfully implement the Project.
