Service in progress
Ly Trach sand hill is about 15 km from Dong Hoi city center, under the management of 3 communes: Ly Trach, Nhan Trach and Quang Phu (Bo Trach district, Quang Binh). In the area under the management of Ly Trach commune People's Committee, for more than a year, this area has attracted many domestic and foreign tourists to visit and experience ATV motorbike service to climb the sand hills.
Mr. Quang's ATVs are currently "shelved".
However, recently, the People's Committee of Ly Trach commune issued a document suspending sand sliding activities by ATV motorbike and service business activities on the sand hill.
According to Thanh Nien reporters, in the Ly Trach sand hill area, there are currently 4 households operating ATV off-road motorbike services to transport passengers to the sand hill. In 2022, people will learn about it themselves and invest in buying vehicles to put into business.
"We learned about this service from the southern provinces and cities, where there are many sand dunes. Then, we borrowed money to buy all-terrain vehicles, and in the past year, it has attracted many tourists to experience it," said Mr. Le Van Quang, a resident of Ly Trach commune.
Each ATV costs from 200 to 300 million VND. Households here own 5 to 7 of them. Tourists who want to experience this service must pay 80,000 VND for 2 trips up and down.
Ly Trach sand hill is a place where many tourists come to experience sand sliding.
According to Mr. Quang, after promoting this service on social networks, tourists were very interested. From the beginning of April to August 2023, Quang Binh tourists came to the sand dunes in large numbers, even in winter there were foreign tourists.
"After the suspension notice, many tourists came but we could not serve them. The motorbikes now have to be kept indoors," said Mr. Quang.
Risks of spontaneous travel
Mr. Nguyen Quang Tien, acting Chairman of the People's Committee of Ly Trach commune, said that since 2022, when the commune government learned that people were investing in vehicles to do business on the sand dunes, they had repeatedly reminded them.
"Investing a large amount of money to purchase unlicensed tourism business vehicles is against the regulations and will later affect them. We have sent petitions and organized meetings to remind people many times, but this situation still occurs," said Mr. Tien.
The advertising signs related to the off-road vehicle service have now been removed.
Meanwhile, a group of four households who bought ATV motorbikes expressed their hope that the locality would have a specific plan to create conditions for this type of service to resume operations soon.
Mr. Nguyen Ngoc Quy, Director of the Department of Tourism of Quang Binh province, affirmed that the department always accompanies and encourages unique tourism products to attract tourists but must ensure requirements and conditions in accordance with the provisions of the law.
"Off-road ATVs are on the list of products that affect the lives and health of tourists, and are regulated by law. In principle, products on the above list must have safety measures in order to be implemented. These units do not comply with the regulations," said Mr. Quy.
According to Mr. Quy, in addition to safety factors, to put a tourism product into operation, it is also necessary to ensure conditions regarding land, vehicles, traffic safety, security and order...
