A representative of the Department of Culture and Sports of Ho Chi Minh City said that from the time the administrative penalty decision (No. 2530/QD-XPHC) against Dam Vinh Hung takes effect, Dam Vinh Hung will not be allowed to release new music products on online platforms such as YouTube, TikTok...

According to this administrative penalty decision, Dam Vinh Hung was suspended from performing for 9 months and fined 27.5 million VND, meaning the male singer is not allowed to release new products during this time.

This decision is based on Clause 1, Article 2, Decree No. 144/2020/ND-CP dated December 14, 2020, which stipulates that "Performing arts activities are activities that create artistic products in the form of text, sound, and images to communicate directly or indirectly through technical means to the public in the form of performing arts; circulating audio and video recordings with performing arts content".

And Clause 2, Article 2, Decree No. 144/2020/ND-CP dated December 14, 2020 stipulates that "Art performance is an activity expressing performing arts, beauty contests, modeling or a combination of performing arts with fashion shows, cultural and sports activities".

Regarding the question of whether Dam Vinh Hung is banned from performing abroad, a representative of the Department of Culture and Sports of Ho Chi Minh City informed:

"Pursuant to Point a, Clause 1, Article 2, Decree No. 38/2021/ND-CP dated March 29, 2021 of the Government, the applicable subjects are "Vietnamese organizations and individuals committing administrative violations in the field of culture and advertising in Vietnam and abroad".

Accordingly, Mr. Huynh Minh Hung is an individual and Vietnamese citizen who commits administrative violations in the fields of culture and advertising in Vietnam and abroad and will be handled according to regulations.

Pursuant to Point a, Clause 2, Article 1, Decree No. 144/2020/ND-CP dated December 14, 2020 regulating performing arts activities applicable to "Vietnamese organizations and individuals performing arts activities in Vietnam and from Vietnam to foreign countries".

Therefore, performing activities according to Decree No. 144/2020/ND-CP are regulated in Vietnam's territory and Vietnamese regulations that organizations and individuals must comply with before going abroad.

The organizer who uses the performer (singer Dam Vinh Hung) during the suspension period will be fined from 20 million VND to 25 million VND according to Clause 4, Article 11 of Decree No. 38/2021/ND-CP dated March 29, 2021 of the Government.
