Accordingly, on May 8, the Criminal Police Department caught two groups of loan sharks. The first group included Nguyen Thanh Ha (31 years old) and Tran Trong Tuyen (32 years old, both residing in Hanoi). The second group included Le Xuan Thong (21 years old) and Le Van Cung (31 years old, both residing in Thanh Hoa). All four of these people came to Ca Mau and temporarily resided in Ly Van Lam commune, Ca Mau city to conduct loan activities.

Initially, the Investigation Police Agency determined that there were 120 people who borrowed money from these two groups. Each person borrowed at least 1 million VND, and at most 30 million VND. The loan term was 25 days, and the interest rate was 365%/year.
When the borrower is unable to pay or is late, the above group of people come to the house to insult the honor and dignity, threaten the spirit of the borrower and relatives to put pressure on the borrower to repay the loan.
