Pursuant to Decree 100/2019/ND-CP; and Decree 123/2021/ND-CP, drivers of motorbikes, mopeds or similar vehicles; when participating in traffic without full documents as prescribed shall be subject to penalties. Specifically as follows:

Identity card/Citizen identification card: Identity card, also abbreviated as CMND or citizen identification card; is a type of identification document of Vietnamese citizens, certified by a state agency; with authority over the characteristics and background of the person issued. This type of document is valid for use; throughout the territory of Vietnam within 15 years from the date of issue.

Motorcycle registration: Motorcycle registration, also known as cavet (cavet), is a type of vehicle document; derived from the French word Card vert. This is the motorcycle registration certificate; the motorbike is intended to confirm the owner's ownership.

A valid motorbike registration certificate must be issued by a competent state agency; and it is a blue card (as shown above). As for motorbike registration certificates, they are notarized copies; they will not be recognized and are completely illegal. Because notarized copies have no value when the vehicle owner participates in traffic.

And according to the law of the Vietnamese government, when driving on the road, you need to carry the following documents: Driver's license, vehicle insurance, emission certificate, etc. All of the above documents must be of the correct size and material as required by the government.

Motorcycle license: Motorcycle license is also known as driver's license. This is a document proving that you have taken the test and are qualified; as well as being allowed to drive a motorcycle according to the Road Traffic Law.

Currently, there are 2 popular types of driving licenses: A1 and A2. For a class A1 driving license, you are allowed to drive vehicles with a cylinder capacity of over 50cm3 to under 175cm3. People with a class A2 driving license will be allowed to drive motorbikes with a cylinder capacity of 175cm3 or more.

Motorbike owner's civil liability insurance certificate: Civil liability insurance certificate is also known as motorbike insurance. This is a type of insurance regulated by law; regarding insurance conditions, premiums and minimum insurance amount; which organizations and individuals participating in insurance are obliged to implement. This insurance was created to protect public interests and social security. This is a very important type of paper, so you should bring it with you if you do not want to be fined.

In addition, traffic participants also need to pay attention to the penalty for not carrying necessary documents when riding a motorbike. Specifically:

Identity card or citizen identification card: If you cannot present your identity card when requested by a competent authority, you will be subject to a fine of VND 100,000 to VND 200,000.

Motorcycle registration: In case you do not bring your vehicle registration when participating in traffic, you will be fined from 80,000 to 120,000 VND.

However, when an authorized person asks you to provide your motorbike registration certificate, but you provide a notarized photocopy of your motorbike registration certificate, you will be severely fined from 300,000 to 400,000 VND. Even worse, your driver's license may be revoked for 1 to 3 months.

Motorcycle license: If you drive a vehicle from 50cc to under 175cc; you will have to provide a class A1 driver's license. If you cannot provide it, you will be fined from 800,000 VND to 1,200,000 VND. For class A2, the fine is from 4 million VND to 6 million VND.

Vehicle owner's civil liability insurance : If you forget to insure your motorbike, your fine will only be from 80,000 VND to 150,000 VND.
