Adjusting container loading and unloading service prices at Vietnamese seaports

The Ministry of Transport has just issued Circular No. 39/2023/TT-BGTVT (Circular 39) on the price list for pilotage services, services using bridges, wharves, mooring buoys, container loading and unloading services and towing services at Vietnamese seaports.

Accordingly, the price of container loading and unloading services at seaports according to Circular 39 has been adjusted compared to Circular 54/2018 in some areas, especially deep-water ports.

Specifically, the price for loading and unloading domestic containers of 20 feet is (minimum - maximum) from 260,000 - 427,000 VND/container, from 439,000 - 627,000 VND/container of 40 feet; from 658,000 - 940,000 VND/container over 40 feet with goods.

Meanwhile, the price of loading and unloading services for imported, exported, temporarily imported, re-exported, transit and transshipment containers in some areas has been adjusted to increase by about 10% compared to the price specified in Circular 54.

The price for loading and unloading imported, exported and temporarily imported and re-exported containers in region I ranges from 36 - 53 USD/20-foot container and 55 - 81 USD/40-foot container with goods.

Region III has container loading and unloading prices ranging from 45 - 53 USD/20-foot container and from 68 - 81 USD/40-foot container; seaport group No. 5 has container loading and unloading prices ranging from 23 - 27 USD/20-foot container and from 34 - 41 USD/40-foot container.

The two deep-water seaports of Lach Huyen and Cai Mep - Thi Vai are subject to separate price frames.

Specifically, the price range for container loading and unloading services from ships (barges) to the port yard for imported, exported and temporarily imported and re-exported containers is from 57 - 66 USD/20-foot container with goods; from 85 - 97 USD/40-foot container and for containers over 40 feet, the loading and unloading price is from 94 - 108 USD/container.

For transit and transshipment containers, the loading and unloading price ranges from 34 - 40 USD/20-foot container and from 51 - 58 USD/40-foot container with goods.

The price of loading and unloading services for oversized, overloaded containers, containers containing dangerous goods, containers with special loading, unloading, stacking and storage requirements that incur additional costs, the applicable price frame shall not exceed 150% of the prescribed price frame.

In case the seaport enterprise has to arrange additional specialized equipment to support the loading and unloading of goods, the service price of the arising equipment will be agreed upon by the two parties.

Circular 39 consists of 4 chapters and 26 articles regulating the price list of services at Vietnamese seaports, including maritime pilotage service prices, prices for using bridges, wharves, mooring buoys, container loading and unloading service prices, and towing service prices (referred to as service prices at seaports).

The Circular applies to Vietnamese organizations and individuals and foreign organizations and individuals involved in the provision and use of services at Vietnamese seaports.

This Circular takes effect from February 15, 2024.

Adjusting the price of container loading and unloading services at seaports will benefit all seaport operators, especially deep-water ports./.
