Adjusting the investment policy of the project "Dredging the channel into Ky Ha port" (phase 2)

The channel into Ky Ha port will be dredged.

Accordingly, the Department of Planning and Investment is responsible for presiding over and coordinating with the Management Board of economic zones and industrial parks and relevant units to review and report to clarify the implementation process of the Project "Dredging the channel to Ky Ha port" (phase 2).

Specifically: clearly state the current status of project implementation, the responsibilities of the Provincial People's Committee, relevant departments and branches, and related shortcomings, limitations and difficulties. Difficulties in implementing legal regulations related to procedures for adjusting project investment policies. Clarify the reasons for adjusting the scale, objectives, capital structure and determine the appropriate project implementation time.

The project "Dredging the channel to Ky Ha port" (phase 2) was approved by the Provincial People's Council on October 30, 2015 with a total investment of nearly 199.5 billion VND from the central budget with targeted support (Target program for infrastructure investment in coastal economic zones); implemented from 2017 - 2020. The Provincial People's Committee approved the project adjustment on April 5, 2021 with a total investment of nearly 199.5 billion VND and adjusted the implementation period from 2017 - 2023.

According to the Provincial People's Committee, the adjustment of the General Planning for the construction of Chu Lai Open Economic Zone to 2035, with a vision to 2050, approved by the Prime Minister on December 13, 2018, Ky Ha port (now Chu Lai port) will be studied to become a type I port (national port) and a new waterway will be planned to be opened from Cua Lo area, ensuring the reception of ships from 30,000 to 50,000 tons. Meanwhile, the waterway to Ky Ha port (from buoy 0 to Tam Hiep wharf) mainly serves ships with a tonnage of less than 20,000 tons. Therefore, it is necessary to adjust the dredging depth of the entire waterway from buoy 0 to Tam Hiep wharf. In addition, the project implementation period has expired (2017 - 2023).
