Quang Nam adjusts investment policy and stops Ky Ha Port Dredging Project Phase 2
Quang Nam Provincial People's Committee has just submitted to the Provincial People's Council a decision to adjust the investment policy and stop the implementation of the Ky Ha Port Dredging Project (Phase 2).

According to the People's Committee of Quang Nam province, the reason for adjusting the investment policy and stopping the implementation of this project is that the Dredging Project of the channel into Ky Ha port (phase 2) was approved by the Provincial People's Council in Decision No. 42/QD-HDND dated October 30, 2015, with a total investment of VND 199,480,716,000, the investment capital source is targeted support from the Central budget, the project implementation period is 2017-2020, with the scale of upgrading the channel from Ky Ha port to Tam Hiep port to meet the standards for 20,000 DWT ships, ensuring that 15,000 DWT ships are fully loaded and 20,000 DWT ships with reduced load can travel to the wharves of Tam Hiep industrial park; Total length 6.2km (5.9km channel and 0.3km turning basin), channel bottom width 100m, channel depth: -9.5m chart.
According to the adjustment of the Master Plan for the construction of Chu Lai Open Economic Zone, Quang Nam province to 2035, with a vision to 2050, approved by the Prime Minister in Decision 1737/QD-TTg dated December 13, 2018, Ky Ha Port (now Chu Lai Port) will be studied to become a type I port (national port) and planned to open a new waterway from Cua Lo area to ensure receiving ships from 30,000 tons to 50,000 tons. Therefore, the current waterway to Ky Ha port from Buoy No. 0 to Tam Hiep wharf is about 4.8km long, mainly serving ships with a tonnage of less than 20,000DWT.
Therefore, it is necessary to adjust and supplement the depth of the entire waterway from Buoy No. 0 to Tam Hiep wharf, with a length of 11km, dredged synchronously to an elevation of -10.0m on the nautical chart to ensure that 15,000-ton ships are fully loaded, 20,000-ton ships and larger can reduce their load or take advantage of high tide levels to navigate to Ky Ha and Tam Hiep wharf areas. The adjusted contents do not increase the total approved investment.
According to the approved policy, the project uses 100% of the central budget. However, the project investment preparation process used 190 million VND of the provincial budget. At the same time, because the central budget capital is no longer allocated for the project, to ensure payment of the value of consulting items, other costs and unimplemented work, it is estimated at about 1.64 billion VND. Therefore, it is necessary to adjust the capital structure to settle the provincial budget capital.
At the same time, the project implementation period has expired (2017-2023), so to ensure the completion of project settlement documents and procedures, it is necessary to adjust the project implementation period.
Regarding the policy of stopping the project implementation and adjusting the investment policy, the Standing Committee of the Provincial Party Committee has agreed on the policy of stopping the project implementation in Notice No. 769-TB/TU dated May 14, 2024; Official Dispatch No. 2778-CV/TU dated August 6, 2024 on adjusting the investment policy of the Ky Ha Port Dredging Project (Phase 2). Implementing this opinion, the Provincial People's Committee issued Official Dispatch No. 3557/UBND-KTN dated May 17, 2024 on the policy of stopping the Ky Ha Port Dredging Project (Phase 2).
The project is being implemented, the adjusted content does not increase the total approved investment, however, it changes the investment target, scope, scale, and capital structure compared to the approved investment policy, so it is a case of having to adjust the investment policy to ensure compliance with the provisions of Clause 2, Article 16 of the Law on Public Investment.
Estimated audit costs and settlement verification costs are about 790 million; expected debt repayment for project management costs, consulting costs, other costs, compensation costs, and site clearance after the approved settlement value is about 850 million VND.
At the same time, the People's Committee of Quang Nam province proposed to adjust the investment target to invest in dredging the channel into Ky Ha port to meet the demand for transporting goods for fully loaded 15,000-ton ships, 20,000-ton ships and larger, reducing the load on waterways to Ky Ha and Tam Hiep wharf areas of Ky Ha port, serving the development of industrial parks and promoting socio-economic development in the province; adjusting the total length of the entire channel to 11km (from Buoy No. 0 to Tam Hiep wharf), adding dredging the section from Buoy No. 0 to Wharf No. 3, 4.8km long; adjusting the investment capital structure using targeted support capital from the central budget (Target program for investment in infrastructure of coastal economic zones) and the provincial budget of VND 1,830,000,000.
Quang Nam Provincial People's Committee also proposed adjusting the project implementation period from 2017-2025 and stopping implementation and completing project termination procedures.
