Favorable signal for THACO to dredge and increase the depth of Ky Ha waterway (Quang Nam)

Ky Ha shipping route in Nui Thanh district plays an important role in transporting import and export goods in the Central region, Central Highlands, Laos and Cambodia through Chu Lai port.

The Ministry of Transport has just issued Official Dispatch No. 6616/BGTVT – KHĐT to the People's Committee of Quang Nam province in response to the locality's proposal regarding dredging to increase the depth of the Ky Ha shipping channel.

According to the Ministry of Transport, in the Plan for the development of Vietnam's seaport system to 2020, with a vision to 2030, the period up to 2020, Ky Ha port is planned for ships of 5,000-20,000 tons.

To serve the needs of goods passing through Ky Ha port, based on the request of the People's Committee of Quang Nam province, the Ministry of Transport has directed the Vietnam Maritime Administration to hand over the channel to the People's Committee of Quang Nam province (represented by Ky Ha Chu Lai Quang Nam Investment and Development Company Limited) to receive management and implement the dredging project to Ky Ha port.

The project uses targeted central support capital, with an implementation period of 2017-2020, but due to problems in compensation and site clearance, only about 48% of the volume has been implemented, construction has stopped since June 2022 until now and the time to arrange central budget capital has expired.

In May 2024, the People's Committee of Quang Nam province issued a document agreeing to stop the implementation and continue to carry out the steps of acceptance, payment, and settlement to complete the Project. Currently, the Ky Ha waterway is managed by the People's Committee of Quang Nam province.

In the Master Plan for the Development of Vietnam's Seaport System for the 2021-2030 Period, with a Vision to 2050, Ky Ha and Tam Giang Port Areas are planned for ships up to 20,000 tons. Regarding the planning for the development of public maritime infrastructure, in case of mobilizing social resources, investment in maritime routes is allowed in accordance with the scale of the seaport planning.

According to the report of the People's Committee of Quang Nam province, the Ky Ha channel has not been invested to the required depth, which has greatly affected the transportation of goods of port and logistics enterprises, affecting the investment environment...

Therefore, in order to meet the demand for goods through Ky Ha - Tam Hiep port area, contribute to improving the investment environment, socio-economic development of the locality and region, and at the same time be consistent with the orientation in the case of mobilizing socialized public maritime infrastructure, the Ministry of Transport supports mobilizing socialized resources from enterprise capital to continue upgrading the Ky Ha maritime route as proposed by the People's Committee of Quang Nam province.

The Ministry of Transport requested the People's Committee of Quang Nam province to direct relevant agencies to urgently complete the settlement of the dredging project into Ky Ha port as a basis for continuing to invest in dredging to increase the depth of Ky Ha channel to an elevation of -9.3 m according to the provisions of law.

Quang Nam Provincial People's Committee also needs to simultaneously carry out procedures for acceptance, payment, and early handover of the maritime signaling system on the waterway to the Vietnam Maritime Administration to promptly overcome the frequent incidents (float drifting, light loss, light failure, etc.) because there is currently no functional or specialized unit to manage, operate, and maintain the equipment, ensuring maritime safety on the waterway.

The Ministry of Transport requires investors to fully implement the opinions of the Vietnam Maritime Administration, have a written commitment to dredge within the correct scope and channel standards, not to exploit products, take responsibility for economic efficiency and be responsible for annual dredging and maintenance of the channel.

At the same time, direct relevant agencies to improve the effectiveness and efficiency of management, operation and maintenance of Ky Ha waterway, promptly handle incidents on the waterway (float drifting, lost lights, lights not working...) to ensure maritime security and safety in the area.

Previously, the People's Committee of Quang Nam province sent an official dispatch requesting the Ministry of Transport to give its opinion on assigning Truong Hai Group Joint Stock Company - THACO to implement the dredging project to deepen the Ky Ha channel to a depth of -9.3 m on the chart.

According to THACO representative, many locations on Ky Ha channel have been seriously silted up after two storm seasons in 2022 - 2023, causing Chu Lai port to be unable to receive and operate ships according to design.

Therefore, THACO's goods transported by large ships must go through the seaports of Da Nang and Dung Quat - Quang Ngai.

This wastes the invested infrastructure of Chu Lai port, reduces the reputation of this port in the international maritime market; increases logistics costs, and affects the budget revenue of Quang Nam province.

In order to remove difficulties and obstacles of Ky Ha channel as well as obstacles in the exploitation of seaport services of Chu Lai port, THACO proposed that the People's Committee of Quang Nam province approve the policy to allow the company to dredge this channel to a minimum depth of -9.3 m, ensuring the reception of 30,000 DWT ships with reduced load.

The project is implemented with THACO's capital with a commitment not to request the state to refund. After the project is completed, THACO will hand over the project to the state for ownership, management and use.
