Dien Bien Dong improves the quality of activities of the People's Council at 2 levels

People's Council delegates of the communes of Chieng So, Muong Luan, and Luan Gioi exchanged experiences in improving the quality of activities of the People's Council at the commune level.

Right from the beginning of the 2021 - 2026 term, the People's Council of Dien Bien Dong district frankly acknowledged and assessed the difficulties and limitations in the activities of the People's Council and People's Council delegates at the district and commune levels. From there, researched, considered and proposed effective solutions to innovate the form and improve the quality of activities.

In organizing meetings, the People's Council of Dien Bien Dong district has focused on innovating the organization and management of the meeting chair, ensuring democracy and flexibility in the direction of reducing the time for presenting reports in the hall, increasing the time for discussion, questioning, and debate to clarify issues that voters are interested in. Since the beginning of the term, the People's Council of Dien Bien Dong district has successfully organized 11 meetings, the quality of the meetings has been improved.

Questioning and answering questions is a very important content and is of interest to many voters at the People's Council sessions. To improve the quality of the question-and-answer sessions, before each session, the People's Council of Dien Bien Dong district issued a document on the selection of groups of questions for questioning, in which it oriented important groups of issues that voters and people are interested in to be sent to the district People's Council delegates for selection. At the 9th session (the last session of 2022), the District People's Council selected 3 groups of issues for in-depth questioning: Finance - planning; industry and trade and basic construction projects. At the 11th session (mid-2023), the District People's Council selected 3 groups of issues: Education and training; labor - war invalids and social affairs; ethnic groups to conduct questioning. Based on the results of the questioning, the District People's Council issued a resolution and assigned the Standing Committee of the People's Council, the People's Council committees, the People's Council delegates and the Vietnam Fatherland Front Committee to supervise the implementation of the resolutions. Up to now, many problems that have existed for many years have been basically resolved, such as: Some projects that were behind schedule have now been basically completed; the implementation of social security policies has received attention; the financial and budgetary sectors have been strengthened with inspection and supervision, especially budget collection in the area...

Noong U commune was selected by the People's Committee of Dien Bien Dong district as one of the key communes to develop community tourism and eco-tourism. The Party Committee of Noong U commune has issued a resolution; the People's Committee of the commune has issued an action plan on tourism development. The People's Council of Noong U commune is responsible for supervising the implementation of the contents based on the issued resolutions and plans.

Mr. Sung A U, Party Secretary, Chairman of the People's Council of Noong U commune, said: Tourism development is a new issue in the area. Most of the People's Council delegates do not have enough knowledge and experience in developing community tourism. Therefore, to improve the quality of tourism supervision, the People's Council of the commune has proposed to the People's Council and the District People's Committee to organize training courses to improve knowledge and skills for the People's Council delegates. At the same time, the People's Council of the commune organized a tour to learn about tourism development experiences in Sa Pa district (Lao Cai province) and Sin Suoi Ho community tourism village, Sin Suoi Ho commune (Phong Tho district, Lai Chau province) for 18 delegates of the People's Council of the commune. Through training courses and learning experiences, the People's Council delegates organized more effective and quality supervision, contributing to the successful implementation of the resolution on tourism development in Noong U commune.

In addition to innovation in activities: Organizing meetings, supervising, questioning, conducting meetings... Dien Bien Dong District People's Council also focuses on organizing conferences to exchange and learn from experiences of the People's Councils at the district and commune levels.

This is also an opportunity for units to learn from each other's experiences, contributing to improving the effectiveness and efficiency of the People's Councils at all levels, increasingly meeting the requirements of innovation and the expectations of voters and people of all ethnic groups in the district. Many delegates discussed and shared experiences on: Coordination between the Standing Committee of the People's Council with the People's Committee, the Fatherland Front Committee at the same level in preparing and organizing the session, experience in chairing the session, especially the discussion and questioning session in the hall. Innovating and improving the quality of reviewing reports, projects, and draft resolutions. Experience in developing and implementing thematic monitoring programs of the People's Council, the Standing Committee of the People's Council and the People's Council Committees. Reviewing and monitoring the implementation results of resolutions, conclusions and monitoring recommendations.
