Provincial leaders frankly admit shortcomings
Speaking at the National Online Conference on the implementation of the Land Law, Housing Law, and Real Estate Business Law chaired by Deputy Prime Minister Tran Hong Ha, Mr. Hoang Van Thach - Vice Chairman of Cao Bang Provincial People's Committee accepted responsibility for the delay in issuing documents guiding the implementation of the province's laws.
According to the leader, the reason is that currently, there are no industrial parks in Cao Bang province, the demand for social housing is still very low, it has not attracted the attention of investors, and there are few projects in the province.
In addition, the Vice Chairman of the Cao Bang Provincial People's Committee said that he is drafting Resolutions to submit to the Provincial People's Council. Due to the impact of natural disasters and floods, the thematic session of the Provincial People's Council has been postponed to October 2024.
Therefore, the leaders of Cao Bang province affirmed to seriously accept the direction of Deputy Prime Minister Tran Hong Ha and will report to the Standing Committee of the Provincial Party Committee and the Provincial People's Council to speed up the progress of documents implementing the Laws in accordance with the direction of the Government and the Prime Minister.

Regarding An Giang province, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Minh Thuy admitted shortcomings when the province failed to ensure progress in implementing the Prime Minister's direction on drafting documents detailing the Land Law, Housing Law and Real Estate Business Law.
In Quang Nam province, Vice Chairman of the Provincial People's Committee Tran Anh Tuan said that in terms of promulgating legal documents under its authority, Quang Nam has not met the requirements, because the process of drafting, collecting opinions, and appraising from departments, branches, and localities is still slow.
Commit to issue guiding circular before October 15
Regarding the progress of issuing documents, Vice Chairwoman of Hanoi People's Council Phung Thi Hong Ha said that Hanoi is continuing to review, amend, supplement, replace, and abolish documents that are no longer in effect, ensuring strict regulations, but also providing specific instructions so that people and businesses can easily check and implement, and localities do not get stuck.
It is expected that many documents under the Housing Law will be submitted and approved at the Special Session in November 2024.
Regarding the implementation of the Law on Real Estate Business, the City has also issued new regulations and is assigning agencies to prepare and will issue them in November 2024.
Regarding the Land Law, Hanoi has issued 3 decisions to promulgate regulations on some authorities of the Hanoi People's Committee on determining land prices, on compensation and resettlement support when the State acquires land in the city, and some contents in the land sector.
In addition, regarding some contents under the authority of the City People's Council to pass such as incentives, exemptions, and reductions in land rent for each area, land allocation without collecting land use fees for land lease for high-tech zones... in which, some contents were passed at the meeting on October 4, some contents will also be included in the thematic meeting in November 2024 for timely implementation.
Hanoi is continuing to review, revise, supplement, replace and abolish documents that are no longer in effect.
Regarding Ho Chi Minh City, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong said that the city has issued 8/14 documents within its authority.
Of the remaining 6 documents, 5 are under the authority of the City People's Committee and are being consulted, striving to be issued immediately after October 15; 1 document under the authority of the City People's Council is also being completed and will be registered to issue this document at the earliest City People's Council meeting.
Regarding 9 documents detailing the Housing Law under the authority of Ho Chi Minh City, 1 content has been completed; 1 content has been consulted with the Ministry of Justice and the Ministry of Construction; 7 contents are being focused on completing and consulting with members of the City People's Committee for the second time, expected to be issued no later than October 20.
Regarding the Law on Real Estate Business, the City is consulting the Ministry of Justice to provide guidance on the content of land with technical infrastructure in real estate projects.
At the conference, leaders of ministries and branches pledged to complete the issuance of circulars guiding the implementation of the Land Law, Housing Law, and Real Estate Business Law before October 15.
It is necessary to identify this as a key task with great impact.
As a leading province in the development of sub-law documents, Director of the Department of Construction of Hai Duong province Nguyen Hoai Long said that from the very first days of implementing the Land Law, Housing Law, and Real Estate Business Law, Hai Duong has identified this as a key task, having a great impact on the socio-economic development of the province.
Therefore, the Provincial People's Committee directed relevant departments and branches to closely coordinate to ensure the completion of assigned tasks; at the same time, step up propaganda to help organizations, businesses and people grasp the new regulations.
Deputy Prime Minister Tran Hong Ha requested Hai Duong province to publicize documents detailing the Land Law, Housing Law, and Real Estate Business Law on its website for other localities to refer to and study.

Concluding the conference, Deputy Prime Minister Tran Hong Ha said that the development and promulgation of documents detailing the implementation of the three Laws that took effect five months earlier is a practical and urgent requirement to remove difficulties and obstacles, deploy new mechanisms and policies to create more favorable conditions for socio-economic development, and ensure security and national defense.
Therefore, the delay in developing and promulgating documents detailing the implementation of the Land Law, Housing Law, and Real Estate Business Law at the local level must assess the level of impact on local economic development, the impact on the interests of organizations and individuals, as well as the responsibilities of relevant agencies.
"Previously, the Prime Minister's dispatch clearly stated that ministers and heads of sectors must support localities facing difficulties in the process of drafting documents. Therefore, we must study and seriously implement the Prime Minister's directives," Deputy Prime Minister Tran Hong Ha concluded.
The Deputy Prime Minister requested local leaders to have a firm grasp of the list of documents to be issued, the situation and progress of implementation; clearly point out shortcomings, limitations, negative impacts and have solutions to overcome them with the spirit of "resolutely producing specific results".
Localities can consider a shortened form when issuing documents that inherit old policies, which have been stipulated in the law; fully implement the processes and procedures for complex documents with great influence and impact.
The two ministries of Natural Resources and Environment and Construction synthesize the difficulties and problems of localities when drafting regulatory documents to discuss, clarify, and resolve.
