  According to Article 8 of Decree 100/2019/ND-CP (amended and supplemented by Decree 123/2021/ND-CP), a fine of VND 400,000 - 600,000 shall be imposed on cyclists, motorbikes (including electric bicycles), and other non-motorized vehicles on the road whose blood or breath alcohol concentration exceeds 80 mg/100 ml of blood or exceeds 0.4 mg/1 liter of breath.
  In addition, the person with the authority to impose penalties is allowed to temporarily detain the bicycle, motorbike, or electric bicycle of the person violating the alcohol concentration for a maximum of 7 days before making a decision to impose a penalty.
