On February 1, responding to VTC News reporters, a representative of Road Traffic Police Team No. 14, Traffic Police Department of Hanoi City Police said that the unit had just issued a decision to fine driver PTH (born in 1987, in Kien Xuong, Thai Binh) 5 million VND for driving into the emergency lane of the highway.
For the above violation, driver PTH also had his driver's license revoked for 2 months.
According to the dash cam recording, at noon on December 28, 2023, the elevated Ring Road 3, from Linh Dam to Khuat Duy Tien, showed signs of congestion and vehicles were moving slowly.
Phuc Cuong bus driver entered the emergency lane and was fined.
At this time, the Phuc Cuong passenger car with license plate 17B-022.36 swerved into the emergency lane, continuously honking to overtake. Notably, while overtaking, the Phuc Cuong driver also rolled down the window and shouted at the driver next to him to "move in".
After the video was shared on social media, many people were outraged and condemned the Phuc Cuong driver’s disregard for the law. Many opinions said that this driver should be severely punished and have his license revoked.
Upon receiving the information, Traffic Police Team No. 14 verified and summoned the driver for questioning. At the police station, PTH admitted his violation.
At Point g Clause 5 Article 5 of Decree 100/2019/ND-CP amended by Point c Clause 34 Article 2 of Decree 123/2021/ND-CP regulating administrative sanctions in the field of road and railway traffic, specific penalties for violators are prescribed as follows:
Driving in the emergency lane on the highway, failing to yield or obstructing vehicles with priority signals on duty will be fined 3 - 5 million VND. Violators may also have their driver's license revoked for 1 - 3 months.
