On the afternoon of June 26, the National Assembly discussed in the hall the contents of salary reform; adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024.

Implementing the roadmap to increase basic salary, pension, allowances, regimes and policies is necessary.

Speaking on this content, delegate Pham Van Hoa - National Assembly Delegation of Dong Thap province agreed with the Government's Proposal on implementing salary reform and related policies according to a suitable roadmap, step by step, cautiously and surely, ensuring feasibility, efficiency, and suitability with the budget's payment capacity.

The delegates found that, from the practical preparation of removing the basic salary and salary coefficient, there were still shortcomings due to the inclusion of the current 25% public service allowance in the new salary table, leading to the average increase in the basic salary of civil servants of 23.5%, lower than the average increase of 54.3% for public employees and the increase of over 43% for the armed forces. The total salary fund of cadres, civil servants and public employees increased by 30% and the increase of 51.93% for the armed forces, the delegates said, this was not equal among the subjects receiving salary, not consistent with the new salary table as planned.

In addition, delegate Pham Van Hoa said that the calculation of salary according to position and job needs to amend many regulations on policies and regimes associated with the current basic salary level. At the same time, it is necessary to rearrange many current allowance regimes into a new allowance regime. “When removing seniority allowances for some civil servants and specialized officials, they are very concerned when there is no longer an allowance. There are many cases where the allowance is very high, but when arranged according to the new salary level, it will be greatly reduced, especially in mountainous and disadvantaged areas. These are very difficult and complicated issues. Although many ministries, branches and localities have approved the Job Position Project, according to the report, it is not yet consistent and not similar to each other,” the delegate stated.

Therefore, delegate Pham Van Hoa agreed that the Government's submission to the National Assembly to continue implementing the roadmap to increase basic salary, pensions, allowances, regimes and policies is very necessary.

Concerned with price control and supply and demand of goods

Pointing out the fact that prices had increased before the salary increase, it was necessary to have solutions to stabilize prices, especially for consumer goods, delegate Ta Van Ha - Quang Nam National Assembly Delegation said that currently, salaries have not increased but some consumer goods have increased in price many times. The delegate noted that it is necessary to control price increases based on psychology, and to take advantage of salary increases to increase prices.

This delegate also noted that when salaries increase, personal income tax needs to be considered, and family deductions also need to be studied. “When salaries increase by 30%, the standard of living increases, then family deductions must also increase by 30%, or even 50% to be reasonable,” said the delegate.

To limit the impact of the base salary increase on inflation, delegate Tran Hoang Ngan - Ho Chi Minh City National Assembly Delegation suggested that monetary policy should be proactive and flexible, ensuring the goal of controlling inflation and stabilizing exchange rates. State-managed goods and services such as electricity, tuition fees, and medical examination and treatment service prices should not be adjusted at the same time and must be far from July 1, 2024; prepare goods, ensure supply of goods to avoid shortages, and promote production.

Explaining and clarifying a number of issues of concern to delegates, Deputy Prime Minister Le Minh Khai said that the opinions of the delegates reflected diversity, depth, enthusiasm, responsibility with a high spirit of construction, basically agreeing with the Government's Reports on salary reform, pension adjustment, social insurance benefits, policy benefits for people with meritorious services, social benefits from July 1, 2024. The delegates raised a number of limitations and difficulties in the past and proposed solutions in the coming time. Deputy Prime Minister Le Minh Khai said that he will take into account the opinions of National Assembly deputies and continue to direct more strongly on this issue to implement Resolution 27-NQ/TW as well as resolutions of the National Assembly and the Government. In particular, this salary increase must pay attention to price control, supply and demand of goods, especially essential goods; at the same time, propaganda work is also very important. Deputy Prime Minister Le Minh Khai requested the Ministry of Home Affairs and the State Bank to take into account and propose to the Government truly feasible solutions to thoroughly implement this content. /.
