Proposal to increase social allowance standard for more than 3.7 million people from July 1

The Ministry of Labor, War Invalids and Social Affairs has just proposed that the Government issue a decree to increase the social allowance standard for social protection beneficiaries specified in Decree No. 20/2021/ND-CP dated March 15, 2021. If approved, more than 3.7 million people will benefit from the above decision.

According to the draft, the Ministry of Labor, War Invalids and Social Affairs proposes to adjust the social assistance standard from VND 360,000/month to VND 500,000/month, an increase of 38.9%. This increase is considered the highest ever and will meet 1/3 of the poverty standard in rural areas and 1/4 of the poverty standard in urban areas in the period 2021-2025. The application period is from July 1, 2024.

With the above increase, the Ministry of Labor, War Invalids and Social Affairs estimates that the state budget needs to allocate an additional VND 4,700 billion in the last 6 months of the year to provide monthly social allowances for about 3,356 million social protection beneficiaries, and 349,000 beneficiaries of care funding support.

According to statistics from the Ministry of Labor, War Invalids and Social Affairs, there are currently about 3.356 million people nationwide (accounting for about 3.356% of the population) receiving monthly social benefits. Of these, 1.4 million people receive elderly benefits, 1.6 million people receive disability benefits, 21,000 children lose their source of support, 146,000 children under 3 years old, and 84,000 single people raising children under 16 years old.

In addition, there are more than 349,000 households caring for and nurturing people with severe disabilities and social protection beneficiaries.

Every year, the state budget has allocated more than VND 27,000 billion to implement social assistance policies and issue health insurance cards to social protection beneficiaries. However, reality shows that the social assistance standard increases slowly compared to the process of reforming social insurance policies, pensions, poverty reduction and subsidies for people with revolutionary contributions. The current expenditure level is even very low compared to the minimum living standards of the people, only 24% of the rural poverty line for the period 2021-2025 (the rural poverty line is VND 1.5 million). Therefore, it is necessary to adjust the social assistance standard to ensure the lives of social protection beneficiaries.

According to Decree 20/2021 of the Government, there are currently 8 groups of social protection beneficiaries receiving monthly social allowances such as: Abandoned children under 16 years old who have no one to adopt them, orphans of both parents; children infected with HIV/AIDS from poor households.

Other subjects are the elderly from poor households, the elderly from 75 to 80 years old from poor households, near-poor households living in communes and villages of ethnic minorities and mountainous areas with special difficulties.
