On the afternoon of April 11, comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council attended the review session of the specialized Resolutions of the Provincial People's Council, presented at the 19th session. The review session was organized by the Culture - Social Committee of the Provincial People's Council, comrade Chu Duc Thai - Head of the Culture - Social Committee of the Provincial People's Council chaired the review session.
Tuition fee regulations
At the beginning of the meeting, delegates gave their opinions on the Draft Resolution regulating tuition fees in public educational institutions; tuition support levels for private primary school students who are eligible for tuition exemption and reduction policies according to regulations of Nghe An province.
Commenting on the draft Resolution, delegates suggested that the draft Resolution should add the type of continuing education facility to clarify the scope of the Resolution. Consider whether the regulation includes high-quality educational facilities and advanced classes; and add continuing education subjects after the content of public education.
The delegates' comments suggested that the draft Resolution should clarify the basis for the regulation of high and low mountainous districts to be included in the Resolution for accuracy. On that basis, there should be no additional regulations on the balance of collection levels between regions. At the same time, it is suggested that the draft Resolution should clarify the collection based on schools and places of household registration.
Based on the opinions of the delegates, the Culture - Social Affairs Committee of the Provincial People's Council requested the drafting agency, the Department of Education and Training, to review the subjects, scope of adjustment, and applicable subjects; ensure tuition collection according to the locality, ensure the rights of learners,... to complete the content of the draft Resolution to be submitted to the upcoming Provincial People's Council meeting.
Next, the Culture - Social Affairs Committee of the Provincial People's Council unanimously approved the submission to the People's Council of the draft Resolution amending and supplementing Resolution No. 30/2021/NQ-HDND dated December 9, 2021 regulating the social assistance standards in Nghe An province; Draft Resolution amending and supplementing Resolution No. 32/2020/NQ-HDND dated December 13, 2020 regulating support policies for people with revolutionary contributions from poor households in the area for the period 2021-2025.
At the same time, it is recommended that the drafting agency, the Department of Labor, War Invalids and Social Affairs, supplement the basis of legal regulations; it is necessary to clearly stipulate the use of citizen identification cards and identity cards. The delegates' opinions are that, because the content of these two Resolutions is similar, a common amendment Resolution should be drafted for these two Resolutions.
Allocation of central budget expenditure estimates
According to Resolution 111/2024/QH15 dated January 18, 2024 of the National Assembly on a number of specific mechanisms and policies to implement national target programs, it is stipulated that: Provincial People's Councils decide to allocate or delegate to district People's Councils the decision to allocate the annual central budget regular expenditure estimates of each detailed national target program to component projects.
Therefore, the issuance of a Resolution on the allocation of central budget funds to implement the National Target Program on Sustainable Poverty Reduction in 2024 is truly necessary.
The Draft Resolution on the allocation of central budget funds for implementing the National Target Program on Sustainable Poverty Reduction in 2024 proposes a plan to allocate central budget funds for implementing the National Target Program on Sustainable Poverty Reduction in 2024, with an amount of VND 356 billion 393 million for each field.
Commenting on this draft Resolution, delegates suggested clarifying the specific basis to clearly determine the basis for determining the allocation rate for each project and each unit according to quantity; having a detailed explanatory report on the allocation, disbursement in 2022, 2023 and the implementation progress of the units; supplementing the appendix tables of criteria and capital allocation coefficients/each district-level unit on the basis of Resolution 04/2022 issued by the Provincial People's Council for convenient monitoring and appraisal of the level of development and issuance of the Resolution.
Regarding the Draft Resolution on adjusting the investment policy of public investment projects, the opinions of the delegates suggested supplementing more fully the bases for adjustment according to the issued Resolution on adjusting the investment policy. It is necessary to clarify more the reasons for the proposed adjustment of the investment policy of the Nghe An Comprehensive Social Protection Center, Facility 2; clarify more the capital sources and the ability to balance the proposed capital adjustment; the layout of the draft Resolution must ensure brevity, clarity of the content and items proposed for addition.
In addition, delegates requested further clarification on the progress of the Hoang Mai Town Medical Center Construction Project (phase 2).
At the review session, the Culture - Social Committee of the Provincial People's Council unanimously approved the submission of the Draft Resolution regulating the prices of medical examination and treatment services not covered by the health insurance fund at state-run medical examination and treatment facilities under the management of Nghe An province at the upcoming 19th session of the Provincial People's Council.
