The conference was attended by more than 500 young parliamentarians, delegates from IPU member parliaments and representatives of international organizations; ambassadors, representatives of foreign diplomatic missions and international organizations in Vietnam.
Mr. Vu Hai Ha - Chairman of the National Assembly's Foreign Affairs Committee said: The Conference adopted the Declaration on "The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation". This is the first Declaration of the Global Conference of Young Parliamentarians after 9 sessions. That demonstrates the determination, high consensus and strong commitment of young IPU parliamentarians in promoting the implementation of the Sustainable Development Goals on a global scale.
IPU President Duarte Pacheco, IPU Secretary General Martin Chungong, Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha and Secretary of the Bac Ninh Provincial Party Committee, Chairman of the Group of Young Vietnamese National Assembly Deputies Nguyen Anh Tuan chaired the press conference.
After the opening session, there were 3 thematic discussion sessions on: Digital transformation; Innovation and startups; Promoting respect for cultural diversity for sustainable development.
At the first thematic discussion session on digital transformation, the conference heard 30 comments and discussions from parliamentarians, representatives of affiliated organizations and observers. The presentations and discussions focused on: Perfecting institutions and policies to promote digital transformation to enhance opportunities for sustainable economic development. Sharing experiences of parliaments in legislative work, supervision and the role of young parliamentarians to promote digital transformation in the context of the fourth industrial revolution. Sharing progress made in digital transformation of parliamentary activities and promoting the digital economy and digital society.
The speeches emphasized the need to perfect institutions in innovation, testing new models, deploying new applications and digital platforms to accelerate digital transformation; popularizing digital connectivity, training, raising digital awareness, digital culture and digital skills for people, especially young people, narrowing the digital gap and ensuring equitable access to technology towards the goal of leaving no one behind in the digital environment, for sustainable development.
At the 2nd thematic discussion session on innovation and entrepreneurship, there were 18 exchanges and discussions between parliamentarians from countries, representatives of affiliated organizations and observers. The presentations and discussions focused on: Perfecting institutions and policies in promoting the innovation and entrepreneurship ecosystem, including youth entrepreneurship as a driving force for inclusive and sustainable development. Sharing experiences of parliaments in legislative work, supervision and the role of young parliamentarians in promoting the innovation and entrepreneurship ecosystem. Discussing and exchanging on the development of artificial intelligence contributing to effectively promoting the implementation of the SDGs. Proposing to parliaments on building and perfecting institutions, policies and solutions to minimize risks related to artificial intelligence.
The 3rd thematic discussion session on promoting respect for cultural diversity for sustainable development, with panelists from the University of Pavia (Italy), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Alliance of Cultures, the IPU Center for Parliamentary Innovation, the International Center for Interdisciplinary Science and Education (ICISE), had 40 turns of exchange and discussion of opinions and discussions from parliamentarians of countries attending the Conference representing affiliated organizations and observers.
The presentations and discussions focused on the following contents: Digital cooperation based on ethics and minimizing the unwanted impacts of digital transformation on privacy, security and happiness; Promoting the role of culture in development policies at the national, regional and international levels; Commitment to protecting and promoting cultural diversity; creating a favorable environment and ecosystem for culture and cultural diversity; The role of culture and cultural diversity in sustainable development.
Informing the press, Mr. Nguyen Anh Tuan - Secretary of Bac Ninh Provincial Party Committee, Chairman of the Vietnam Young National Assembly Delegates Group said: At the closing session, the Conference listened to a summary report of the results of 3 thematic discussion sessions. IPU President Duarte Pacheco and Chairman of the Vietnamese National Assembly Vuong Dinh Hue delivered closing remarks at the Conference.
The Conference adopted a Declaration on: “The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation”. This is the first time a global Conference of Young Parliamentarians has issued a Conference Declaration.
The Declaration affirms that digital transformation and innovation are inevitable trends in the world today; at the same time, it emphasizes the important role of young people in general and young parliamentarians in particular in perfecting institutions and policies to create favorable conditions to promote the effective application of scientific, technological, digital and innovation achievements in all areas of life, contributing to improving and enhancing the quality of people's lives. At the same time, the Declaration affirms the role of culture as a driving force for sustainable development; commits to protecting and promoting cultural diversity, affirming the role of culture and cultural diversity in the process of solving challenges facing humanity today.
To make an actionable commitment and ensure its continued implementation, the Conference also proposed to promote a global network of young parliamentarians on digital transformation and innovation, within the framework of the Young Parliamentarians Forum, in close coordination with the IPU Centre for Parliamentary Innovation, to discuss the content of innovation and new technology trends and support each other and share experiences on innovation and creativity; integrate innovation and digital transformation into the agenda or discussions of the IPU in the future.
The 9th Global Young Parliamentarians' Conference was a great success. The opening and closing ceremonies of the Conference were solemn, secure and safe according to the set scenario. The thematic discussions were lively, many delegates registered to speak, the discussion content was rich, diverse and profound, proposing many initiatives to promote digital transformation, startups and innovation to promote the implementation of the SDGs.
Reception, security and medical work were ensured to be respectful, thoughtful and safe, without any mistakes. The IPU President, IPU Secretary General and the participating delegations all highly appreciated the organization and the warm and enthusiastic welcome of the host country Vietnam, saying that this was the largest and most professional Young Parliamentarians' Conference ever held.

The Conference Organizing Committee and the Central Youth Union held the opening ceremony of the Exhibition with the theme "Vietnam's Aspiration" at the National Convention Center. The Exhibition took place throughout the Conference to promote innovative and creative products imbued with cultural identity and traditions and scientific and technological achievements in digital transformation and innovation of Vietnam.
On the evening of September 16, an art exchange program will take place within the framework of the Conference to introduce Vietnam's cultural, artistic and historical heritages to international delegates attending the Conference; and the nation's development achievements to the world.
On September 17, delegates attending the Conference will visit Ha Long Bay, Quang Ninh province.
