The Ministry of Education and Training is seeking comments on the draft Decree amending and supplementing a number of articles of Decree 84/2020 dated July 17, 2020 detailing a number of articles of the Law on Education, including regulations on scholarships to encourage learning.
Work-study and distance learning systems also offer scholarships.
The draft proposes to amend many contents, including regulations on sources of scholarships to encourage learning for vocational training institutions and public universities (amending and supplementing point b, clause 4, Article 8 of Decree 84/2020).
Specifically, the draft proposes two options:
Option 1: The scholarship to encourage learning is arranged at a minimum of 5% of tuition revenue for public schools and at least 2% of tuition revenue for private schools. According to this option, the draft Decree does not distinguish between students studying full-time programs and those studying part-time programs or distance learning.
Meanwhile, according to Decree 84/2020, currently, for vocational training institutions and higher education institutions, learning encouragement scholarships are arranged at a minimum of 8% of tuition revenue for public schools. The subjects considered and granted learning encouragement scholarships are full-time students.
Regarding the reason for the amendment, according to the Ministry of Education and Training, through the preliminary report on the implementation of Decree 84/2020 and the survey results, the majority of opinions from public higher education institutions said that the deduction of 8% of tuition revenue is high, making it difficult for public higher education institutions, especially autonomous schools at level 1.
Option 2 : The scholarship to encourage learning is arranged at a minimum of 8% of the regular tuition revenue for public schools and at a minimum of 2% of the tuition revenue for private schools.
Regarding the amendment and supplementation of Point b, Clause 4, Article 8 of Decree 84/2020, the Ministry of Education and Training chooses option 1.
According to Master Tran Phuong, Principal of Viet Giao Secondary School, under option 1, if there is no distinction between regular programs and work-study or distance learning, many students will have the opportunity to receive scholarships. This will further encourage learning, especially in the context of many people studying and working to cover expenses.
"When educational institutions have abundant scholarship resources, they can attract talented students, thereby improving the quality of training and research," added Master Phuong.
Master Phuong shared that expanding the scope of consideration and granting of scholarships will encourage lifelong learning, creating conditions for those who want to improve their qualifications but do not have much time to study a formal program.

Amending the conditions for granting scholarships to students of specialized schools and gifted schools
One of the amendments and supplements proposed in the draft is the specific conditions for considering and granting scholarships to encourage learning for students of specialized schools, schools for gifted arts and sports (amending Clause 1, Article 8 of Decree 84/2020).
Specifically, the draft proposes to regulate the subjects for consideration and granting of scholarships to encourage learning:
- Students of specialized schools with good training and learning results in the examination period, awarded scholarships with specialized subject scores of the examination period from 8.5 or higher or achieving one of the encouragement prizes or higher in the national, regional or international excellent student competition of that year;
- Students of gifted schools in arts, physical education and sports with training results at a good level or higher, academic results at a passing level in the examination period, awarded scholarships and medals in national, regional or international competitions of that school year...
Regarding the reasons for the amendment and supplement, according to the Ministry of Education and Training, for high school students following the 2018 General Education Program, students' training results in each semester and the entire school year are evaluated according to 1 of 4 levels: good, fair, satisfactory, and unsatisfactory. Therefore, this amendment is necessary to ensure consistency in determining the level of completion of students' training and learning tasks according to the requirements to be achieved as prescribed in the 2018 General Education Program.
As for students of vocational education institutions and universities, the draft maintains the provisions in Clause 1, Article 85 of the Law on Education (without adding conditions).
