The People's Committee of Quang Tri province has just sent a document to the Ministry of Planning and Investment reporting the cause and proposing to extend the implementation time and disbursement of capital for the Socio-Economic Recovery and Development Program for the Eastern bypass project of Dong Ha city (section from the intersection of Nguyen Hoang street to the south of Hieu river bridge).

Accordingly, the People's Committee of Quang Tri province requested competent authorities to allow the extension of the implementation period and disbursement of capital allocated for the Eastern bypass project of Dong Ha city (section from Nguyen Hoang intersection to the South of Hieu river bridge) until June 30, 2025 with a capital of 70 billion VND.
If the competent authorities and the Ministry of Planning and Investment consider and approve the above proposal, the People's Committee of Quang Tri province commits to continue directing agencies, units and localities to resolutely remove difficulties and obstacles to speed up the project implementation progress and disburse all the capital allowed for extension.

According to the document, during the project implementation process, although the locality has resolutely directed and mobilized the entire political system to accelerate the progress, due to objective reasons, the project implementation progress and the disbursement plan of the assigned capital have been affected.
One reason for this is the land clearance policy mechanism, which is that the project implementation time is right at the transition time between the 2024 Land Law and the 2013 Land Law, so the policies are not yet synchronized, leading to confusion in implementation in many localities.
In addition, on December 29, 2023, the Prime Minister decided to assign capital plans to projects under the Socio-Economic Recovery and Development Program and extend the implementation period to December 31, 2024, but capital was not provided to the province until February 6, 2024, affecting capital disbursement.
In addition, the project area passes through an area with weak ground due to the swampy area due to bomb craters, so the time to process the weak ground item was extended from 205 to 296 days to construct the asphalt concrete road surface, affecting the overall progress of the project. On the other hand, with unfavorable weather conditions in Quang Tri province in the last months of the year, the construction of the roadbed was difficult.
