At the Ho Chi Minh City socio-economic press conference on the afternoon of November 9, Mr. Ho Ngoc Viet, Deputy Head of the Department of Housing and Office Management, Ho Chi Minh City Department of Construction, proposed to remove the difficulty of the criterion "no house owned by the household" for social housing buyers.

Recently, many social housing buyers have encountered difficulties when reviewing cases of enjoying social housing policies. Specifically, those who want to enjoy social housing support policies must ensure that they do not already have a house owned by their household.

Meanwhile, according to regulations, a household includes all people whose names are in the household registration book, registered as permanent or temporary residents at an address whose information is updated in the national population database.

A representative of the Ho Chi Minh City Department of Construction said that in reality, a household can consist of many small families, including grandparents, married children and children... living together or in a household, only the husband, wife and children are registered as permanent residents. In many cases, siblings and relatives are registered to live at the same address.

The Ho Chi Minh City Department of Construction proposed that the City People's Committee recommend the Ministry of Construction to provide guidance in the direction of determining that households consisting of only father, mother and minor children with housing difficulties will be eligible for social housing policies (Illustration: Hai Long).

Thus, the Department of Construction believes that the regulation "no housing owned by households" makes it difficult for many people and many generations to register permanent residence at the same address to enjoy social housing policies.

Therefore, the Department proposed that the Ho Chi Minh City People's Committee sign a document recommending the Ministry of Construction to study and provide guidance in the direction of defining a household as only including father, mother and minor children, to create conditions for cases with housing difficulties to enjoy social housing policies.

In addition, those who want to buy social housing need to have confirmation from the commune-level People's Committee about the housing status of the household. The contents that need to be confirmed include not having a house, cramped, dilapidated accommodation, substandard area, land subject to clearance, etc.

In reality, the Department of Construction said that in many cases, the People's Committee at the commune level can only confirm the residence according to the registered address of permanent residence, temporary residence, signature or only confirm that the person concerned has committed and taken responsibility.

"This leads to people not being able to get confirmation according to the form, causing congestion in processing applications for social policy beneficiaries," the Department of Construction commented.

The Department proposes that the regulation should be changed in the direction that the People's Committee at the commune level only confirms the residence based on the registered address or signature and information declaration of the home buyer. If people declare incorrectly, the support policies according to regulations will be revoked.

According to information from the Ho Chi Minh City Department of Construction, the city has 9 social housing projects under implementation, including 5 projects transferred from the previous phase, 4 projects breaking ground in 2022. The total supply scale is nearly 6,400 apartments with an area of ​​17.5 hectares.

Since the 2005 Housing Law was enacted, Ho Chi Minh City has completed 32 social housing projects. The 2016-2020 period saw the strongest growth with 19 projects completed, building nearly 15,000 apartments.

The Department of Construction said it has compiled 87 land plots or projects with the goal of investing in building social housing and worker accommodation, and has classified project groups to remove obstacles and provide guidance on completing investment documents and procedures. In case departments and branches do not coordinate to resolve the issue, the Department will send a written report to the City People's Committee to direct the units to implement.
