The Ministry of Transport has just issued a document requesting the Vietnam Maritime Administration to coordinate with the Department of Transport Infrastructure to review and evaluate in detail the proposal so that the Vietnam Maritime Administration can proactively consider and decide on receiving large ships with reduced loads entering and exiting ports.
According to the Vietnam Maritime Administration, some ports are currently planning to receive ships with tonnage differences that are not significantly different from the announced tonnage (Illustration photo).
Previously, the Vietnam Maritime Administration issued a document on the need to receive ships with larger tonnage than announced at some ports such as SSIT port of Saigon Port International Container Shipping Service Company Limited - SSA; SP-ITC International Container Port of International Transport and Trade Joint Stock Company; and wharf No. 1 of Tien Sa port of Da Nang Port Joint Stock Company.
The agency said that currently, some ports are planning to receive ships with tonnage that is not significantly different from the announced tonnage. The reason is that today's ships are designed in a variety of ways, with no fixed tonnage. The process of receiving ships does not affect the structure of the port and neighboring maritime infrastructure.
Therefore, the Vietnam Maritime Administration recommends that the Ministry of Transport assign the Vietnam Maritime Administration in the process of completing the project "Research on improving the ability to exploit public maritime infrastructure and existing port infrastructure" and amend and supplement Decree No. 58/2017 on the content of regulations on receiving ships with a tonnage larger than the design carrying less than full cargo (reduced load) to proactively consider and decide on similar cases as above to enter and exit ports.
According to Giao thong Newspaper, Vietnam Maritime Administration is developing a project "Research to improve the ability to exploit public maritime infrastructure and existing port infrastructure".
The project aims to solve the remaining limitations in the natural conditions of maritime infrastructure in seaport areas, propose solutions and mechanisms to overcome them so that Vietnamese seaports can receive large tonnage ships and continue to attract large shipping lines in the world.
At the same time, propose methods to effectively exploit existing seaport maritime infrastructure and a roadmap for upgrading maritime infrastructure in the future. The focus is on safety measures when receiving large tonnage ships.
According to the Vietnam Maritime Administration, with the existing capacity of maritime infrastructure, it is necessary to study solutions to improve the efficiency of infrastructure exploitation. In particular, it is necessary to focus on assessing the current status of maritime infrastructure in each area, and removing mechanisms and policies to upgrade maritime infrastructure to improve the efficiency of transport infrastructure exploitation throughout the system.
Thereby, creating a breakthrough to quickly integrate with advanced countries in the region in the field of seaports to contribute to the implementation of the goals of Vietnam's Marine Strategy to 2030, with a vision to 2050, to gradually turn the maritime economy into a leading spearhead in the 5 fields of the marine economy.
