Proposal to assign the Ministry of Education and Training to publish and print textbooks guiding the teaching of ethnic minority languages

On January 2, Deputy Prime Minister Tran Hong Ha held a meeting with the Ministry of Education and Training and relevant ministries and sectors on handling difficulties and problems in publishing and distributing textbooks in ethnic minority languages.

Up to now, the Ministry of Education and Training has completed the compilation of textbooks and teaching materials for ethnic minority languages ​​for grades 1, 2, 3, and 4. The sample textbooks and teaching materials for ethnic minority languages ​​for grades 1, 2, and 3 have been approved for use. However, up to this point, printing, publishing, and distribution have not been carried out for localities to implement teaching and learning in ethnic minority languages ​​according to the provisions of the 2019 Education Law.

Currently, according to Decree 82/2010/ND-CP regulating the teaching and learning of spoken and written languages ​​of ethnic minorities in general education institutions and continuing education centers, Decree 163/2016/ND-CP detailing the implementation of a number of articles of the State Budget Law, localities are responsible for allocating funds to purchase textbooks for distribution to teachers and learners. However, localities do not have the authority to organize the issuance, publication, and printing of textbooks and teaching materials. In addition, if localities carry out printing, publishing, and distribution, they will face many difficulties in selecting contractors, high prices, large distribution costs, etc. because the number of textbooks in each locality is small, and publishing procedures must be carried out separately.

Therefore, the Ministry of Education and Training proposes a plan: The Government assigns the Ministry of Education and Training to organize the publication and printing of textbooks and teaching materials for ethnic minority languages ​​using the central budget to distribute to libraries of educational institutions for long-term use. This plan will create favorable conditions to encourage localities to implement the organization of teaching ethnic minority languages ​​in accordance with regulations, promote the preservation and development of ethnic minority languages ​​and scripts, benefit parents and students, and ensure social security.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested the Ministry of Education and Training to coordinate with the Ministry of Finance and relevant ministries and branches to urgently prepare complete dossiers and documents, and report to the Prime Minister to amend a number of articles of Decree 163/2016/ND-CP and Decree 82/2010/ND-CP according to simplified procedures.

At the same time, the Ministry of Education and Training carefully prepares the stages of printing, publishing, and distributing textbooks and teaching materials for ethnic minority languages ​​so that they can be implemented immediately upon completion of the amendment of a number of articles of the above two decrees, ensuring that ethnic minority students have textbooks as soon as possible in accordance with the provisions of the 2019 Education Law.
