EVN proposed that the Government approve the 500 kV line 3 extension project as an urgent construction project to apply special mechanisms and speed up progress.
The 500kV line 3 extension project consists of 4 component projects, with a length of 514 km connecting Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a total investment of about 23,000 billion VND. The Prime Minister requested that this project be completed by June 2024 to increase supply and reduce power shortages in the North.
To ensure this progress, Vietnam Electricity Group (EVN) proposed to the Government a number of specific mechanisms in approving, adjusting policies and implementing the construction of this project. Specifically, EVN requested competent authorities to approve the component projects as urgent construction works according to the provisions of the Construction Law. That is, the project is implemented quickly to meet the requirements of solving urgent issues to ensure energy security.
The group also proposed that the management agency approve the investment policy for power transmission projects before the policy of changing the forest use purpose is approved. That is, the investor completes the dossier to change the use purpose, approves the impact on the forest (with the temporary land area for construction) and submits it to the Ministry of Agriculture and Rural Development for appraisal, then submits it to the Prime Minister for approval.
In addition, EVN also proposed allowing project investors to partially implement the survey and technical design consultancy along with the process of appraisal and approval of investment projects.

Commenting on this proposal, the State Capital Management Committee at Enterprises said that a special mechanism for the 500 kV line project, circuit 3, Quang Trach - Pho Noi section, is necessary, consistent with the reality that the project needs to be implemented quickly to increase electricity supply to the North from next year.
The Ministry of Planning and Investment has requested the Ministry of Industry and Trade to consult with the Ministry of Construction to report to the Prime Minister for consideration and decision on a special mechanism for emergency construction projects under the Construction Law. However, the Ministry of Construction has not yet given a specific opinion on whether the project qualifies as an emergency construction project or not.
Meanwhile, the Ministry of Natural Resources and Environment said that the investor has not clarified the suitability of the 500 kV transmission line project, circuit 3, from Quang Trach (Quang Binh) to Pho Noi (Hung Yen). In addition, the Construction Law and the Electricity Law do not have criteria for urgent construction projects.
Regarding the proposal to approve investment policies for projects before approving policies to change forest use purposes, the Ministry of Justice and the Ministry of Planning and Investment said that this proposal is not appropriate. Because, according to Decree 156/2018, investment projects that change forest use purposes, the policy to change use purposes is a content to approve investment policies. Therefore, the two ministries requested EVN to comply with legal regulations.
Regarding the proposal to allow EVN and the National Power Transmission Corporation (EVNNPT) to be assigned to prepare projects to carry out part of the survey and provide technical design consultancy along with the process of appraising and approving investment projects, the Ministry of Construction stated that this can be applied if the Prime Minister approves projects to be implemented in the form of emergency construction works.
The Ministry of Justice requested the Ministry of Industry and Trade and other ministries and branches to review and assess whether this is an act of implementing an investment project before approving the investment policy. The Ministry noted that the preparation, investment and implementation of component projects must comply with legal regulations.
Faced with many different opinions, the Ministry of Industry and Trade proposed that the Prime Minister request the Ministry of Construction to give an official opinion on whether the 500 kV line 3, Quang Trach - Pho Noi section, is an urgent construction project or not, and to give clear criteria for application.
The Ministry also recommended that the Prime Minister assign the Ministry of Agriculture and Rural Development to speed up the revision of regulations related to the conversion of forest use purposes. This will be the basis for approving investment policies for projects before approving policies on converting forest use purposes.
The 500 kV line circuit 3 from Quang Trach to Pho Noi includes 4 component projects: Quang Trach - Quynh Luu; Quynh Luu - Thanh Hoa; Nam Dinh 1 - Thanh Hoa and Nam Dinh 1 - Pho Noi.
The completion of the 500 kV circuit 3 extension project will increase the power supply capacity from the South to the North to 5,000 MW.
A few days ago, the 500kV transmission line project of Nam Dinh 1 Power Plant - Thanh Hoa was approved by the Prime Minister in principle for investment and investor approval. This is an important legal procedure, the basis for EVNNPT to carry out the next steps.
Previously, at last week's meeting on the implementation of this project, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Industry and Trade to strictly implement the planning and charting of the progress of the project's implementation steps. Government leaders requested ministries, branches and localities to carry out the preparation steps in parallel, to start this project in late October or early November.
