National Assembly delegate Tran Quoc Tuan said that the amendment and supplement to the Advertising Law this time must have the mission of eliminating sloppy outdoor advertisements that cause offense and damage the urban landscape.
Specific regulations on advertising on means of transport
This afternoon (November 8), speaking at the group discussion on the Law on Advertising (amended), National Assembly delegate Dang Hong Sy ( Binh Thuan delegation) said that through research, he did not see any draft amendments or supplements to Article 32 on advertising on means of transport.
National Assembly Delegate Dang Hong Sy (Binh Thuan delegation).
Article 32 of the current Advertising Law stipulates that advertising on means of transport must comply with the provisions of this Law and traffic laws.
Specifically, advertising products must not be displayed on the front, back and roof of the vehicle. Advertising products must not exceed 50% of the area of each side of the vehicle that is allowed for advertising. Displaying symbols, logos, and emblems of the vehicle owner or the vehicle company on the vehicle must comply with the provisions of traffic laws.
According to Mr. Sy, it is necessary to supplement Article 32 in the direction that organizations and individuals advertising on means of transport must report to the competent authority about advertising in the locality.
Mr. Sy pointed out the current situation, many taxis and buses advertise with very large areas on the outside of the vehicle, if not notified to the local competent management agency, it is very difficult to handle the content.
"There must be clear regulations so that when individuals and organizations violate advertising on means of transport, there will be sanctions," said Mr. Sy.

To solve this problem, delegate Tran Quoc Tuan said that legal regulations need to be updated and strictly applied, with strict regulations on licensing outdoor advertising; at the same time, regular inspections and strict handling, even by the form of fines, for violations of illegal advertising through the camera surveillance system.
Mr. Tuan agreed with the Drafting Committee on amending and supplementing regulations on outdoor advertising to determine: Design, size, material, quantity, advertising media by region, area, each highway, national highway, provincial road, district road, in the inner city, inner town; allocate and delimit locations for visual propaganda and outdoor advertising activities in the central urban area; direction for developing outdoor advertising activities"
However, the National Assembly delegate from Tra Vinh said that the law also needs to have clear regulations on advertising. Such as not being allowed to occupy public spaces or reduce the value of urban landscapes. Billboards are not allowed to cover historical relics, areas with cultural or natural value.
