Proposal to remove regulations on granting land valuation certificates

Reporting at the meeting to review and finalize the draft decree on land prices chaired by Deputy Prime Minister Tran Hong Ha on June 21, the Ministry of Natural Resources and Environment proposed to remove the regulation on granting land valuation certificates to reduce administrative procedures and compliance costs.

At the same time, this agency also clearly stipulates the conditions for individuals to practice land price determination consultancy, and the conditions for training and professional development facilities on land prices.

The Ministry of Natural Resources and Environment will be responsible for publicizing training and professional development facilities on land prices and conducting inspections and checks on compliance with regulations at these facilities.

In addition, the Ministry will also build and manage a database of land valuation consultancy organizations and valuers; and monitor compliance with the law on land valuation consultancy by land valuation consultancy organizations and valuers.

Proposal to prevent self-labeling of apartments as "high-end"

On June 20, Deputy Prime Minister Tran Hong Ha chaired a nationwide in-person and online meeting to review and finalize the draft Decree detailing a number of articles of the new Housing Law.

Regarding the fact that many apartment projects are labeled as "high-end" and "super luxury" to raise capital and sell apartments, Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association, suggested that there should be regulations requiring investors to register to rank apartments according to the standards of the Ministry of Construction and announce them before raising capital and opening for sale.

The Deputy Prime Minister said that along with a set of common, unified standards on apartment building quality issued by the State management agency and evaluated, announced and monitored, it is necessary to encourage the participation of domestic and international social and professional organizations to vote and award prizes to apartment buildings with beautiful, modern and convenient architecture...

Regarding the content of apartment classification, Deputy Minister of Construction Nguyen Van Sinh said that the goal is to develop apartments with increasingly better quality and living facilities; as a basis for calculating apartment management and operation costs.

Land data must be living, accurate information.

In the meeting on June 18, Deputy Prime Minister Tran Hong Ha emphasized the need for agencies and sectors to change their thinking, methods, and technology in land investigation, measurement, and cadastral record-keeping... In particular, it is necessary to clearly define the basic criteria for investigation to avoid widespread implementation, insufficient resources, and ineffectiveness.

"Data collected from the investigation process, updating land records, and providing online public services on land must be live and accurate information," the Deputy Prime Minister directed. In addition, land information and data must be consistent and synchronized from the central to local levels.

At the same time, the Deputy Prime Minister requested to promote decentralization, delegation of authority, and increase responsibility for localities, such as the deadline for completing measurement procedures, establishing land records, and issuing certificates... to meet the legitimate demands of land users.

By the end of May 2024, the Department of Land Registration and Information Data (Ministry of Natural Resources and Environment) said that only 455/705 district-level administrative units had completed the cadastral database. 325/705 district-level units had completed the construction of the database on planning and land use plans.

In addition, 300/705 district-level units have completed the construction of land price databases. 48/63 provinces and cities have connected and communicated between land registration agencies and tax agencies to determine financial obligations regarding land for households and individuals.

The 120,000 billion VND credit package is about to be adjusted.

In the recent online conference of the entire industry of the State Bank on June 19, the issues and solutions surrounding credit growth and interest rates were analyzed. Notably, the State Bank said that it is proposing to amend the VND120,000 billion credit package in a more preferential direction.

In addition, the State Bank will also strengthen communications, networking conferences, and local work to remove difficulties; create conditions for credit institutions in providing credit; and at the same time create favorable conditions for people and businesses in accessing credit.

By the end of the first quarter of 2024, the VND120 trillion credit package had only disbursed 0.5%. Specifically, according to the Ministry of Construction, banks have only committed to providing credit for 8 social housing projects in 7 localities with a capital of about VND640 billion, equivalent to 0.5% of the credit package.

Binh Dinh seeks new investors for nearly 800 billion VND amusement park

On June 19, Mr. Dang Vinh Son, Head of the Binh Dinh Economic Zone Management Board, said that he had proposed the Provincial People's Committee to re-deploy the selection of new investors to invest in the Thi Nai Lagoon Amusement Park project (Quy Nhon City).

Just one day before, Mr. Dang Vinh Son signed Decision No. 222/QD-BQL to officially terminate the above project. The reason was that the investor, Phu Son Thuan Company, did not deposit or did not guarantee the deposit obligation according to the law, for the investment project subject to the guarantee for the implementation of the investment project.

Thi Nai lagoon entertainment area has a scale of 30.43 hectares with a total investment of up to 795.7 billion VND. The project includes entertainment facilities such as water park, aquarium, hot spring, roller coaster system, adventure games... and many other auxiliary facilities.

The 1,100 billion VND industrial park in Thanh Hoa has a new investor.

Recently, Deputy Prime Minister Le Minh Khai signed Decision No. 525/QD-TTg adjusting the investment policy for the project to invest in the construction and exploitation of infrastructure of Industrial Park No. 3 - Nghi Son Economic Zone (Thanh Hoa).

Accordingly, the project investor will be Nghi Son Industrial Park Infrastructure Investment and Exploitation Company No. 3. The enterprise will have to ensure the completion of investment in the construction of the project's technical infrastructure in the fourth quarter of 2025.

Nghi Son Industrial Park No. 3 Infrastructure Investment and Exploitation Company will start operating in 2022. This unit was separated from Central Construction Group Joint Stock Company, to directly manage the construction and operation of the project.

The project of Industrial Park No. 3 was approved for investment in September 2016, with an area of ​​about 247 hectares and a total investment of more than VND 1,100 billion. To date, the project has cleared 116.5 hectares and handed over 115.3 hectares to the investor.

Bac Giang allows subdivision and sale of more than 1,200 plots of land

The People's Committee of Bac Giang province has just issued a number of decisions on regulating areas where land use rights can be transferred in the form of dividing plots and selling land to people to build their own houses in a number of projects in Bac Giang city.

The approved projects include 200 plots of land in the new urban area next to Tan My Primary School; 200 plots of land in the new urban area project in Tan My village, Dong Son commune; 219 plots of land in the central urban area project in Dong Son commune; 646 plots of land in the Da Mai - Song Mai 2 urban area project.

Da Lat has 6 projects divided into plots for sale.

Recently, the People's Committee of Da Lat City reported to the Department of Planning and Investment of Lam Dong province about checking and providing information on real estate investment projects in the city.

Currently, Da Lat has 6 real estate investment projects that have been approved by Lam Dong Provincial People's Committee to transfer land use rights in the form of dividing plots and selling them to people to build their own houses according to detailed planning.

Specifically, those projects include the Da Lat city urban cultural park; An Son hill villa area; residential area No. 5, ward 4; Da Lat flower valley residential area; ward 8 residential area; and Trai Mat residential area No. 6.

Of the above 6 projects, two have been completed and put into operation: An Son Hill Villa Area and Ward 8 Residential Area. Two projects have been partially constructed: Da Lat City Urban Cultural Park and Residential Area No. 5, Ward 4.
