TPO - Compared to current regulations, the Ministry of Education and Training plans to add two more forms of joint training between Vietnamese universities and foreign universities at undergraduate, master's and doctoral levels.
The Ministry of Education and Training has announced a draft circular regulating the enrollment, organization and management of joint training with foreign countries at the undergraduate, master's and doctoral levels. The draft circular proposes four forms of joint training at the undergraduate, master's and doctoral levels.
Specifically: Direct training linkage is applied at undergraduate, master's and doctoral levels, in which at least 70% of the total training program volume is taught directly.
Online training is applied at the university level, in which 50% or more of the total duration of the training program (including teaching, guidance, learning and assessment activities) is carried out in a digital environment, based on a system of software, learning materials and information technology infrastructure that allows management and organization of training via the Internet (online training system).
Combined training in the form of direct and online training is applied at the undergraduate, master's and doctoral levels, in which from over 30% to under 50% of the total training program duration is carried out through the online training system.
Vietnamese higher education institutions carry out joint training with foreign higher education institutions in the corresponding training form that is being implemented or is permitted by competent authorities to be implemented at the headquarters of both parties in the host country.
In 2020, the Ministry of Education and Training issued Circular No. 38, which only stipulates two forms of training cooperation with foreign countries: direct or a combination of direct and online.
The new draft Circular issued by the Ministry of Education and Training stipulates conditions for ensuring training quality and regulations on diplomas and certificates.
Accordingly, for diplomas of joint training programs, the draft circular requires compliance with Government regulations on cooperation and foreign investment in the field of education and the following requirements: Full information on the diploma as prescribed by the party granting the diploma;
There is a diploma appendix (in Vietnamese, English or the native language of the foreign higher education institution implementing the training cooperation) including information on: name of the training cooperation program, form of training cooperation; training time in Vietnam and abroad; language used during the study process; training level for which the graduation diploma is granted according to Vietnam's national qualification framework and the corresponding qualification and diploma system of the foreign higher education institution in the host country.
Diplomas granted by foreign higher education institutions to students of joint training programs conducted in whole or in part in Vietnam must ensure full compliance with the regulations of the degree-granting party so that students can enjoy the same benefits as diplomas granted to students graduating from foreign higher education institutions in the host country.
Vietnamese higher education institutions must publicly demonstrate the legal basis related to the degrees of foreign higher education institutions implementing joint training in Vietnam; and are responsible for supporting the recognition of degrees granted by foreign higher education institutions to learners in joint training programs with foreign countries for use in Vietnam when requested.
