The Hanoi People's Committee has just announced the conclusion of the inspection of the implementation of citizen reception and settlement of complaints and denunciations at the Department of Natural Resources and Environment (DONRE) in the period from January 2021 to March 2023.
According to the conclusion, in 2021, the Hanoi Department of Natural Resources and Environment received 1,127 petitions, of which 209 were under the authority of the Director of the Department of Natural Resources and Environment (3 denunciations, 2 complaints, 177 reflections).
In 2022, the Hanoi Department of Natural Resources and Environment received 1,231 petitions, of which 36 were under the jurisdiction of the Director of the Department of Natural Resources and Environment (4 denunciations, 1 complaint, 15 reflections). In the first 3 months of 2023, the department received 527 petitions, of which 36 were under the jurisdiction of the Director of the Department of Natural Resources and Environment.
In the report, the Hanoi People's Committee also mentioned 10 complicated complaints and denunciations that the Department of Natural Resources and Environment is responsible for handling. However, this agency has resolved all 10 cases but has not yet had a final result to end the case. The Department has also not reported to the Hanoi People's Committee on the cause and responsibility for the delay in implementation, and the final handling plan.
Besides the advantages in citizen reception work, the report also pointed out a series of shortcomings and limitations, such as the leaders of the Department of Natural Resources and Environment have not been resolute in directing the settlement of complaints and denunciations, leading to many pending cases.
"Delays in performing the task of verifying the content of complaints and denunciations are one of the reasons why cases are not resolved within the prescribed time limit," the conclusion stated.
From the above results, the inspection team requested the Chairman of the Hanoi People's Committee to direct the Department of Natural Resources and Environment to review and clarify the responsibilities of relevant organizations and individuals, and promptly take measures to overcome the shortcomings.
The Department of Natural Resources and Environment also needs to focus on resolving overdue tasks, especially tasks assigned by the City Party Committee, Chairman of the City People's Council, and Chairman of the City People's Committee. The deadline for completing the tasks is October 2024. If the deadline has passed and the tasks have not been basically completed, the inspection team will request the Department of Home Affairs to inspect the responsibilities of relevant individuals and organizations.
