On the morning of October 20, the Culture - Social Committee of the Provincial People's Council held a meeting to review the draft Resolutions of the thematic session (16th session, 18th Provincial People's Council). Attending the meeting were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council.

The Provincial People's Council's Committee for Culture and Society has reviewed and commented on the Draft Resolution of the Provincial People's Council amending Section 1, Appendix 1 issued with Resolution No. 06/HDND dated June 24, 2022 on the capital allocation plan and solutions to mobilize and integrate capital sources to implement the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 and 2022 in Nghe An province.
Accordingly, on June 24, 2022, the Provincial People's Council issued Resolution No. 06/NQ - HDB on the capital allocation plan and solutions to mobilize and integrate capital sources to implement the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 and 2022 in Nghe An province. In which, in the appendix of the Development Investment Capital Allocation Plan for the period 2021 - 2025, for the project to Support Investment in Socio-Economic Development of Poor Districts, capital is allocated to the People's Committees of the districts: Ky Son, Tuong Duong, Que Phong, Quy Chau.

The project “Construction of rural roads to the center of Nhon Mai and Mai Son communes, Tuong Duong district” is large-scale and complex, while the conditions and implementation capacity of the Tuong Duong district People's Committee are limited, affecting the goals and progress of implementation. Therefore, it is necessary to have a solution to change the implementing unit to achieve the goals and effectiveness of the project.
To ensure consistency in implementation units and areas, delegates agreed to amend and adjust Section I, Appendix 01 issued with Resolution No. 06 NQ - People's Council dated June 24, 2022.

Regarding this content, the delegates suggested adding and editing some sentences in the document to ensure its enforceability and legality. The content needs to be revised in the direction of analyzing the causes, creating conditions for the implementation process, assessing the capacity of investors; at the same time, agreeing on the implementing unit and implementation area of the Sustainable Poverty Reduction Program.
Concluding the content, Comrade Chu Duc Thai - Head of the Culture - Social Committee of the Provincial People's Council emphasized: The amendment of Section 1, Appendix 1 issued with Resolution No. 06/HDND dated June 24, 2022 on the capital allocation plan and solutions to mobilize and integrate capital sources to implement the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 and 2022 in Nghe An province is necessary, in order to ensure the disbursement of capital sources for the National Target Program on Sustainable Poverty Reduction.

The Provincial People's Council's Committee on Culture and Society requested the Provincial People's Committee to review and evaluate the capacity of investors and replace investors who do not have the capacity to implement projects. The Provincial People's Committee and the Department of Labor, War Invalids and Social Affairs received comments from delegates to supplement, revise and perfect the contents of the appendix to synchronize and unify the contents of the Resolution submitted to the upcoming Provincial People's Council meeting.

Next, the Provincial People's Council's Culture and Social Committee gave comments on the draft Resolution on adjusting the investment policy of the Vietnam - Laos International Martyrs' Cemetery Expansion Project (expansion of area A).
The project was previously approved by the Provincial People's Council in its investment policy in Resolution No. 36, dated August 13, 2021, with a total investment of VND 80 billion. However, currently, the central budget, the counterpart budget of the Department of Labor, War Invalids and Social Affairs, as well as mobilizing other legal capital sources are facing difficulties; compensation and resettlement support have not yet been completed, affecting the project's progress.
Therefore, the Department of Labor, War Invalids and Social Affairs proposed to adjust the total investment of the project to over 138 billion VND, including the structure of provincial budget sources in the public investment plan, compensation sources for site clearance, and central support sources...
Regarding this project, delegates requested more specific clarification of allocated capital sources; adjustment of land clearance and resettlement prices, etc.

The Provincial People's Council's Committee for Culture and Society agreed to adjust the total investment of the project; at the same time, it requested the Provincial People's Committee to absorb the opinions of the delegates, review the capital structure; supplement and complete the content of the draft resolution to ensure that the project is invested with a complete and synchronous technical infrastructure system, linked with the common infrastructure systems in the project implementation area, which is the resting place of martyrs, meeting the repatriation needs of all martyrs' remains sacrificed in Laos to be gathered at the Vietnam - Laos International Martyrs' Cemetery.
