On December 1, according to a source from Dan Tri reporter, the Investigation Police Agency (IPA), Thai Binh Provincial Police sent a document to provinces and centrally-run cities requesting to review and provide information related to petitions, transfer forms or other documents signed by Mr. Luu Binh Nhuong and sent to localities or departments and branches.

The proposed coordination content is to review all petitions, transfer forms or other documents signed by Mr. Luu Binh Nhuong in his capacity as a National Assembly delegate or Deputy Head of the Petition Committee of the National Assembly Standing Committee to send to the People's Committees of provinces, cities or affiliated departments, branches and units.
The review period from July 2016 to present, along with the results of processing and responding to the above documents and transfer forms of Mr. Luu Binh Nhuong.
Previously, on November 14, the Investigation Police Agency of Thai Binh Province Police issued a decision to prosecute the accused, an arrest warrant for temporary detention, and a search warrant for the residence and workplace of Mr. Luu Binh Nhuong (60 years old, residing in Tay Ho district, Hanoi) to investigate the crime of Extortion.
Thai Binh Provincial Police said that the arrest of Mr. Luu Binh Nhuong was the result of an expanded investigation into the case of Pham Minh Cuong (37 years old, commonly known as Cuong "Quat"), a criminal with 3 previous convictions, residing in Thuy Xuan commune, Thai Thuy district, Thai Binh province.
Cuong "Quat" and his followers are considered a complex social gang in Thai Binh. This gang has participated in and carried out many illegal activities that seriously affect security, order and social safety.
According to investigation documents, when he learned that some businesses were licensed by the People's Committee of Thai Binh province to exploit sand at the coastal sand mine in Thuy Truong commune, Thai Thuy district, Cuong "Quat" and his accomplices arbitrarily established illegal rights to use the tidal flats to put pressure on the businesses, forcing them to pay according to the volume of sand exploited or sell a part of it to Cuong at a price cheaper than the market price, appropriating billions of dong from the businesses.
With the above tricks, from 2020 to 2022, the total amount of money that Cuong "Quat" and his accomplices appropriated from businesses amounted to billions of dong.
