He said: Up to now, at the beginning of the fourth quarter of each year, based on the orientation of the Vietnam Journalists Association and the province, the Provincial Journalists Association has prepared a budget estimate and sent it to the Department of Finance for appraisal before submitting it to the People's Committee for comments and the Provincial People's Council for discussion and resolution. The annual tasks of the Provincial Journalists Association often focus on the following contents: Dissemination of Party directives and resolutions; professional activities; Journalists Association activities; social activities; foreign affairs.

Pursuant to the resolution of the Provincial People's Council, the Provincial People's Committee annually issues a decision to allocate funds to the Provincial Journalists Association. Budget support funds usually focus on the following tasks:
For professional activities, the Provincial Journalists Association is funded to organize professional training courses for members (from one to three courses depending on the year); organize press competitions and awards. The Quang Ninh Provincial Journalists Association is assigned to the Provincial Journalists Association as the standing agency. The Provincial Journalists Association is the coordinating agency for the Provincial Journalists Association's Party Building Press Awards. Along with the Provincial Journalists Association, every year, based on the province's annual work theme, the Provincial Journalists Association proposes the organization of specialized press competitions and awards to receive funding from the provincial budget for implementation. The Provincial Journalists Association also organizes the implementation of support for high-quality works for journalist members according to the Prime Minister's Decision.
In the work of the Journalists Association, the province supports the budget for the Association to organize traditional meetings on the occasion of Vietnam Revolutionary Press Day; provides funds for the Association to spend regularly (salaries and salary-based contributions for 5 positions at the Association Office; business expenses, stationery, electricity, water, internet, postage, documents); organizes field trips for members.
For social activities, the provincial budget supports the Association to organize the spring press festival; vote and honor outstanding athletes and coaches in the Mining Region; and support operating costs (directly) for the Quang Ninh Province Senior Journalists Club.
In foreign affairs, the province also creates conditions and provides budget for the Provincial Journalists Association to organize outgoing delegations, welcome incoming delegations and coordinate to welcome international delegations introduced by the Vietnam Journalists Association.
In general, Quang Ninh province is very interested and always creates conditions and provides funding for the Provincial Journalists Association to organize activities.
Implementing the Party and State's guidelines, policies and regulations on the organization and operation of mass organizations assigned by the Party and State and financial and budgetary work, starting from 2024, Quang Ninh province will deploy the mechanism of assigning tasks and placing orders for association organizations, including the Provincial Journalists Association.
Accordingly, from the third quarter of 2024, the Standing Committee and the Executive Committee of the Provincial Journalists Association will, based on the 2025 task orientation document of the Vietnam Journalists Association and the province's directive documents, discuss and agree on the 2025 work program of the Provincial Journalists Association. After that, the Provincial Journalists Association will send a document asking for opinions from the Department of Information and Communications, the Department of Finance and related units.
Basically, the relevant departments and branches all agreed and supported the contents of the work program of the Provincial Journalists Association. After receiving opinions from the departments and branches, the Provincial Journalists Association prepared a report requesting the Provincial People's Committee to approve the Association's work program for 2025 as a basis for developing the budget estimate. To date, these tasks have been completed and generally without any difficulties.
In short, compared to before, there are additional procedures in the funding request process. However, this procedure is necessary and there is no difficulty in implementation. When the Standing Committee and the Executive Committee of the Association thoroughly discuss the work program, it will ensure that the omission and duplication of tasks are limited. Thereby, each member of the Association's Executive Board and the leaders of the branches have a firm grasp of the tasks that the Provincial Journalists Association and the Association's grassroots organizations will carry out during the year.
Asking for opinions from departments and branches will also create consensus among departments and branches when the Association carries out its tasks. Implementing this mechanism will also ensure that the Association's budget expenditures have a more solid basis, limiting errors and the possibility of being disbursed after inspection and audit... When receiving specific tasks from the Party Committee and government, it helps the Provincial Journalists Association focus on local priority topics and areas. Assigning tasks comes with clear requirements on quality and deadlines, motivating the Association's staff to work more seriously and professionally...
Along with the advantages and benefits mentioned above, there may be some difficulties that need to be overcome in the process of implementing the mechanism of assigning tasks and placing orders. That is, no matter how good the ability to cover, in practice there will still arise tasks that require the Journalists Association to participate in. Therefore, if the Provincial Journalists Association is not flexible but rigidly sticks to the assigned tasks, it may miss out on functions and tasks or reduce creativity in the process of performing tasks.
In addition, in theory, the assigned tasks can reflect the perspective or interests of the ordering party. Therefore, in order to harmonize the tasks assigned by the Party Committee and the government with the implementation of the Association's principles and purposes of protecting the legitimate and legal practice rights of journalist members, the Journalists Association needs to be very creative and flexible.
At the same time, some commissioned tasks have complex requirements or are time-sensitive, while human resources are very modest, making it easy for the Journalists Association to be under pressure or difficult to complete with high quality.
The financial norms prescribed for assigned tasks are often very low while the implementation process and payment procedures and documents are often numerous and require strictness. Without further social mobilization and creative approaches, the Journalists Association will find it difficult to ensure that the tasks are carried out effectively.
Therefore, journalist Do Ngoc Ha suggested that, in order for local Journalists Associations to be more proactive and convenient in the process of proposing assignments and organizing the implementation of assigned tasks, the Vietnam Journalists Association should promptly issue an annual document guiding the activities of local Journalists Associations. This document, in addition to being sent within the Association's organizational system, should be sent to local Party committees and authorities to facilitate provincial and municipal Journalists Associations. The Vietnam Journalists Association should also organize more meetings with local Party committees and authorities to unify and create consensus with provincial and municipal leaders in leading and directing the activities of local Journalists Associations. Along with the tasks assigned by the local Party Committee and government to the Provincial Journalists Association, we respectfully request that the Vietnam Journalists Association propose to the Party and Government to assign tasks to the Vietnam Journalists Association system in general, including tasks undertaken by local Journalists Associations to affirm the role and position of the Journalists Associations of provinces and cities.
