According to research, this performance took place in the Mid-Autumn Festival held at Lang Nhi Primary and Secondary School. In addition to musical performances, there was also an activity of giving Mid-Autumn gifts to children.

After the images and clips were posted on social media, they caused a stir in public opinion. Most comments expressed indignation and anger at the performance costume of an "internet gangster" when appearing in school.

Regarding the above issue, on October 4, speaking with Thanh Nien , a leader of Tram Tau District People's Committee said that the district government has just requested Lang Nhi Primary and Secondary School to make a report to Tram Tau District Department of Education and Training to see if this charity group has contacted and developed a scenario with the school to implement it or not?

The leader of Tram Tau District People's Committee stated that there was nothing to criticize about the charity group's work, but their attire was inappropriate.

The school and the Department of Education and Training of Tram Tau District take responsibility.

According to the report of Lang Nhi Primary and Secondary School, on September 25, Mr. Sung A Nu (residing in Ta Chu village, Phinh Ho commune, Tram Tau district) contacted Lang Nhi Primary and Secondary School and introduced the volunteer group of Lau Camping Phinh Ho tourist area (Yen Bai) and some other individuals and companies wishing to organize a Mid-Autumn Festival night for students.

Upon Mr. Sung A Nu’s introduction, the school accepted the invitation of the volunteer group to come to the school to organize the Mid-Autumn Festival for the students. After fully grasping the information from the volunteer group, the Principal of Lang Nhi Primary and Secondary School reported to the leaders of Lang Nhi commune about the volunteer group’s members, the list of gifts for the students and the time of the organization on September 28.

When the program took place, among the 39 members of the volunteer group, a man named Phu Le represented the volunteer group to speak, give gifts to the school's students and sing 2 songs for the students.

According to the report, the content of Mr. Phu Le's speech and two songs focused on the Mid-Autumn Festival, and did not promote bad content that would affect the school's students.

However, during the gift-giving process, Mr. Phu Le wore a yellow long dress with printed patterns, a red hat (similar to the costumes of ancient Chinese kings and mandarins) and posted clips on social media.

Lang Nhi Primary and Secondary School admitted that the incident happened due to the negligence of the school's board of directors, who were not fully aware and did not proactively grasp information about the individuals in the volunteer group; did not control the situation, did not regulate the dress code for the participants of the Mid-Autumn Festival, and did not request the volunteer group to record and post images and clips on social networking sites.

In addition, the Department of Education and Training of Tram Tau District also took responsibility before the leaders of Yen Bai province because in the process of managing and directing the organization of the Mid-Autumn Festival for students, it was not able to control the participants as well as the program organized outside the registered content of the schools.

Through the incident, the Department of Education and Training of Tram Tau District has directed and requested Lang Nhi Primary and Secondary School to seriously learn from the experience. At the same time, it has directed school units that when any organization or individual contacts to give gifts and organize activities for teachers and students at the school, they must immediately report to the department and competent authorities for understanding.

Only after approval from competent authorities can the event be implemented; there must be sufficient information about the participants, specific regulations on program content and costumes; propaganda work for each activity must ensureeducational value and have a positive impact on students and the community.

Meanwhile, Phu Le's representative admitted to being careless when wearing the costume to participate in charity work. This person affirmed that this was not Mr. Phu Le's performance but that he wanted to sing to make the Mid-Autumn Festival performance more lively.

"This was an unexpected incident. After being reminded by departments and agencies to learn from experience, we deleted and removed all related videos and sent an apology to the leadership of Yen Bai province," the representative said.
