According to Minister Nguyen Manh Hung, digital transformation increases the resilience of the economy because the digital environment is distance-free and contactless. Digital transformation is inclusive development, anyone, anywhere, if there is a mobile signal and a smartphone, can access all digital services, no one is left behind.
"We have entered the fourth year of digital transformation. 2020 is the year of launching national digital transformation, the year of awareness of digital transformation. 2021 is the year of general rehearsal of national digital transformation in the context of the pandemic.
"2022 is the year of action, the year we identify digital transformation as a new development method, the year we bring all people's activities to the digital environment using Vietnam's digital platforms," Minister Nguyen Manh Hung reiterated.

Regarding 2023, Minister Nguyen Manh Hung said that this is the year of national digital data, creating new values from data. 2023 is the year of creating practical results, using new technology, high technology and especially artificial intelligence to solve specific problems of Vietnam.
According to the Minister, the digital economy is based on new resources, which are created by humans and are not exhausted. For the first time in human history, instead of exhausting resources, humans create resources for development.
Furthermore, in cyberspace, whoever holds the digital platform holds the data. Whoever holds the data makes the decisions.
Therefore, if Vietnam's digital transformation is not based on Vietnamese digital platforms, the main beneficiary of digital transformation will not be Vietnam.
Vietnam's digital platform is the main and breakthrough solution for Vietnam's digital transformation. Vietnam's digital transformation has become universal and comprehensive. The goal of digital universalization has always been identified as the focus. Our country has nearly 100,000 community digital technology teams in each village to guide people in digital transformation.
To transform digitally quickly and sustainably, we must go both ways. One is to quickly popularize the basics through nationwide digital platforms. The other is to quickly move toward new things through experimentation.
Develop 4 virtual assistants
The Minister stated that 2023 is also a boom year in the field of AI. The dream of every citizen, every civil servant, and every employee having a personal assistant. The dream of giving more power to people, to nearly 3 million workers, civil servants, and hundreds of millions of Vietnamese people has come true.
The IT industry is deploying four important virtual assistants.
One is a virtual assistant that supports the legislative field to detect conflicts and overlaps between legal documents, which are now so numerous that they are beyond human detection.
Second is a virtual assistant that supports law enforcement. This assistant supports civil servants in performing their work according to regulations. Civil servants ask questions about their work and the virtual assistant will find answers from relevant legal regulations.
Third is a virtual assistant in the judicial sector. This virtual assistant supports judges, specifically in supporting legislative research, case law, etc.
Fourth, virtual assistants provide legal support to people, answer people's questions related to laws and regulations of the State...
