This morning, June 19, at the plenary session of the National Assembly, chaired by Vice Chairwoman of the National Assembly Nguyen Thi Thanh, delegates discussed the investment policy of the National Target Program (NTP) on cultural development for the 2025-2035 period.
Speaking at the discussion session, Deputy Head of the Quang Tri Provincial National Assembly Delegation Hoang Duc Thang presented opinions, contributing to clarifying the contents and objectives of this important policy.

The delegate affirmed: The investment policy of the National Target Program on Cultural Development for the period 2025-2035 is a correct and necessary decision. The program is elaborately built with a long-term vision, including 10 components, 153 detailed targets, 42 specific tasks and 186 detailed activities, demonstrating the aspiration to break through and rise up in the cause of reviving and developing the country's culture.
For the program to achieve the desired results, delegate Hoang Duc Thang proposed:
Regarding people's participation and socialization, the delegate emphasized the importance of people's and community's participation in program implementation. The program targets many subjects and a large space, so according to the delegate, people's participation is a key factor to ensure success. It is necessary to review and supplement mechanisms and policies to encourage and facilitate the participation of the majority of people in cultural activities. People are the creators and beneficiaries of cultural values, so promoting their participation will ensure the sustainability and spread of the program.
Regarding the role of enterprises and economic organizations, delegates said that it is necessary to affirm the important position and role of enterprises and economic organizations in cultural development. Enterprises are not only the support for cultural products to flourish, but also need preferential policies to encourage them to invest in this field. The connection between cultural and economic development will create sustainable and comprehensive development. Culture and economy have a dialectical relationship, cultural development will promote the economy and vice versa.
To overcome the disruption and maintain continuity in cultural programs, delegates suggested that the Drafting Committee should study and design a mechanism to ensure continuity and sustainability for the program, avoiding disruption and fragmentation. In fact, the disruption of some previous cultural programs has caused many difficulties in inheriting and developing continuously. After the program ends in 2035, there needs to be a plan and direction to continue promoting the values that the program has brought, to maintain a continuous and sustainable cultural flow.
Delegate Hoang Duc Thang also proposed specific solutions to preserve and promote the rich cultural heritage in Quang Tri province, including:
Continue to focus on investing in preserving and promoting important tangible cultural heritages such as the Hien Luong - Ben Hai Special National Historical Relic Site, Quang Tri Ancient Citadel; Truong Son National Martyrs' Cemetery; Vinh Moc Tunnels and other historical relics. Delegates affirmed that these are not only important tourist destinations but also have profound historical and spiritual significance. Preserving these heritages not only contributes to preserving historical values but also creates tourism attraction and develops the local economy.
Focus on preserving and promoting traditional festivals imbued with national cultural identity such as Bich La Communal House Market Festival, Cau Ngu Festival, Unification of the Country Festival, Flower Lantern Festival on Thach Han River, A Rieu Ping Festival, New Rice Festival of Van Kieu and Pa Ko ethnic groups, rice pounding songs, Bai Choi singing, etc. These festivals not only preserve traditional cultural values but also create a space for the community to connect, preserve and promote intangible cultural values.
Delegate Hoang Duc Thang emphasized: While the National Assembly is discussing this National Target Program, Quang Tri province is urgently preparing for the Festival for Peace which will open on July 6, 2024, associated with July - the month of gratitude and repayment. This is a unique creation of wishes and aspirations for peace for the Vietnamese people and for all peace-loving humanity in the world. History has chosen Quang Tri as the place of historical confrontation and therefore Quang Tri has become a living museum of the great war of national liberation. And today, history entrusts Quang Tri with the noble mission of wishes and aspirations for Peace.
The Festival for Peace deserves to be a national festival of great significance and the museum "Memories of War and Aspiration for Peace" in Quang Tri is worthy of being included in the investment portfolio of the National Target Program on Cultural Development for the period 2025-2035 so that Vinh Linh Steel Citadel, Hien Luong - Ben Hai, Road 9 - Khe Sanh, Con Tien - Doc Mieu, Quang Tri Ancient Citadel... will live forever with time, eternally with the nation and humanity.
