On November 4, the National Assembly discussed in the hall: Evaluation of the results of the implementation of the socio-economic development plan for 2024; projected socio-economic development plan for 2025.
Deputy Tran Quoc Tuan (Tra Vinh delegation) mentioned the need to strengthen the handling of fraud and information theft cases on social networks. According to Mr. Tuan, statistics show that in 2023, Vietnam will be among the top 10 cybercrime hotspots in the world. The Vietnam Information Security Warning Portal has recorded more than 13,900 cyber attacks on agencies, organizations and businesses, and received nearly 16,000 reports of online fraud cases.
Mr. Tuan estimated that the total amount of money people were scammed online was about 8-10 trillion VND, an increase of 1.5 times compared to 2022. Of which, 91% was related to fraud and fraud in the banking and financial sectors. In addition, the number of users' personal information stolen in the first 6 months of 2024 increased by 50% compared to the same period in 2023, causing many consequences for society.
From there, Mr. Tuan recommended that the National Assembly and the Government focus on directing proactive and effective measures to prevent and promptly handle cases when discovered.
Deputy Nguyen Thi Yen (Ba Ria-Vung Tau Delegation) assessed that in recent times, the Government has not only issued and directed the settlement of outstanding documents, but also prepared many draft laws to submit to the National Assembly, including some laws passed under one-session procedures, in order to remove "bottlenecks" and create a solid legal framework for comprehensive socio-economic management and administration.
To ensure effective implementation, Ms. Yen proposed to promptly issue outstanding documents and promptly issue legal documents under the Law for synchronous implementation when the Law comes into effect, focusing on disseminating and educating the law.
Meanwhile, Deputy To Van Tam (Kon Tum Delegation) is concerned that forest damage continues to occur and is at risk of increasing. Data shows that from 2011 to present, the estimated area of damaged forest is over 22,800 hectares. Of which, over 13,000 hectares of forest have been burned, the rest is due to illegal logging.
According to Mr. Tam, forest damage has caused many serious consequences such as loss of biodiversity, reduction of natural and cultural values of forests, climate change, soil erosion and is one of the factors of extreme and unusual weather. “Illegal deforestation is still a hot issue that needs to be thoroughly resolved. The Government needs to further strengthen forest management and protection, and thoroughly handle illegal deforestation,” Mr. Tam said and suggested that the National Assembly and the National Assembly Standing Committee should monitor forest planting and replacement forest planting.
For the Government, Mr. Tam suggested that it is necessary to conduct an effective assessment of the impact of forest cover on biodiversity, forest environment, climate change prevention, drought, landslides, strictly control economic and social development projects that convert forests, and have an effective forest planting plan before granting forest clearance permits.
Delegate Nguyen Thi Thu Nguyet (Dak Lak Delegation) said that through 2024 data, traffic safety and security continued to increase. Among the causes, it is worth noting the management and control of electric bicycles. Although the number of traffic accidents caused by electric bicycles is not much, there are many very serious cases, leaving tragic consequences for families and society.
With the rapid increase in quantity, types and drivers mainly being school-age, electric bicycles are a means of transport that poses a potential risk of causing unsafety and traffic accidents. “Given the alarming situation above, we propose that the Government soon issue a Decree and guiding legal documents when the Law on Road Traffic Order and Safety officially takes effect,” said Ms. Nguyet.
